| المستخلص: | This research paper aims to investigate the peaceful factor in the logic states’ foreign policy which is diplomacy, as a mechanism for interpreting the states’ behavior and their interactions between cooperation and conflict, which are modernized in qualitative and sectorial categories according to their objectives and forms of practice, especially when the field of employment relates to these "Trilogy “ dimensions ; about security in its expanded form, the war between appearance and concealment ( hidden), The crossing "transit" as a connective continuity that states do not hesitate and threaten to secure in order to safeguard their interests, this tripartite “trio”, which made the economic security and then energy, the war of resources including fossil, and strategic crossing with its vital depth, all these space stations appear in the form of diplomatic Oil and pipelines diplomacy and what is hidden from "oil wars" also the corridors security and crossings insurance, in the Middle East and the Arabian Gulf as a wars theater under the name of Middle East oil and resource curse “scene”, so this study aims to highlight this energy variable which incomes the peaceful door of the political life in terms of conflicts and cooperation, mainly the Middle East relations, under the title of oil diplomacy, by presenting the concept epistemologically and functionally, responding to the problematic of study, which started from the substance of the oil diplomacy employment in the middle’s relations and affairs within this tripartite. تأتي هذه الورقة البحثية لمساءلة المعطى السلمي في منطق السياسة الخارجية للدول، والمتعلق بالدبلوماسية كآلية لتفسير سلوك الدول وتفاعلاتها المتراوحة بين التعاون والصراع، الدبلوماسية التي تنهل تحديثها النوعي والقطاعي المعاصر تبعا لأهدافها وأشكال ممارساتها، خاصة إذا تعلق مجال توظيفها بثلاثية الأمن في شكله الموسع، والحرب بين المعلن والمضمر، والعبور كتواصلية لا تني الدول عن تأمينه حفاظا على مصالحها، هذه الثلاثية التي جعلت من الأمن الاقتصادي ومنه الطاقوي، وحرب الموارد ومنها الأحفوري، والعبور الاستراتيجي بعمقه الحيوي، محطات لتمظهر شكل الدبلوماسية النفطية ودبلوماسية الأنابيب، وما بينهما من "حروب النفط" وممرات تأمينه في منطقة الشرق الأوسط والخليج كمسرح للحروب باسم بترول الشرق الأوسط ولعنة الموارد، لذا جاءت هذه الدراسة لتلقي الضوء على متغير طاقوي دخل الحياة السياسية من حيث صراعاتها وتعاونها، كسلعة استراتيجية من الباب السلمي للعلاقات الشرق أوسطية تحت مسمى oil diplomacy دبلوماسية النفط، من حيث تأصيل المفهوم ابستيمولوجيا ووظيفيا، مجيبا على إشكالية الدراسة التي انطلقت من فحوى توظيف الدبلوماسية النفطية في علاقات الأوسط وشؤونه ضمن هذه الثلاثية. |
