| المستخلص: | هدفت الدراسة إلى: وصف وتحليل نظام التعليم في كل من فنلندا والإمارات العربية المتحدة، والجذور التاريخية لهذين النظامين، والتعرف على العوامل المؤثرة في نظام التعليم في كلا الدولتين، وعلى الأسس التي يقوم عليها، وبيان أوجه الشبه والاختلاف بين النظامين.\nأهمية الدراسة:\nحاجة القائمين على التعليم والباحثين إلى الدراسات المقارنة والتي تكشف الأسباب التي تساعد على نجاح نظام التعليم والظروف التي تعيق تقدمه، وقد تفيد هذه الدراسة المسؤولين في الإمارات العربية المتحدة على إحداث نظام تعليمي متطور ومتكامل يواكب المعايير العالمية من خلال التعرف على الأسباب التي ساعدت فنلندا على التحول من نظام تعليمي متوسط المستوى إلى نظام تعليمي نموذجي معاصر.\nأسئلة الدراسة:\n1-\tما الجذور التاريخية لنظام التعليم في فنلندا والإمارات؟\n2-\tما العوامل التي أثرت في تشكيل نظام التعليم في فنلندا والإمارات؟\n3-\tما الأسس التي يقوم عليها نظام التعليم في فنلندا والإمارات؟\n4-\tما السمات العامة لنظام التعليم في فنلندا والإمارات؟\n5-\tما الهيكل التنظيمي للإدارة التعليمية في فنلندا والإمارات؟\n6-\tما أوجه الشبه والاختلاف بين نظامي التعليم في فنلندا والإمارات؟\nمنهج الدراسة:\nاستخدم المنهج المقارن حيث يعد أنسب المناهج التي تساعد على تتبع خطوات التطور في الأنظمة التعليمية وتحليل الأسباب التي أدت إليه والمؤثرات التي تعرض لها.\nحدود الدراسة: \nتقتصر الدراسة الحالية على نظام التعليم في فنلندا والإمارات العربية المتحدة، وأجريت في العام 1438/ 1439ه.\nالنتائج:\nتوصلت الدراسة لمجموعة من النتائج أهمها:\n1-\tنظام التعليم في كل من فنلندا والإمارات العربية المتحدة يأخذ بالنمط المركزي، إلا أن نظام التعليم الفنلندي يتصف بمرونة أكبر من خلال اعتماد مبدأ اللامركزية في إعطاء المدارس إمكانية إدارة شؤونها الداخلية والاستقلالية في اتخاذ القرار، في حدود القانون التشريعي لوزارة التعليم في فنلندا.\n2-\tيتشابه نظام التعليم في كل من فنلندا والإمارات العربية المتحدة، من حيث تمويل التعليم إذ يمول التعليم في كلا النظامين من قبل الحكومة المركزية.\n3-\tساهم النظام التعليمي بفاعلية في تحقيق نمو اقتصادي قائم على المعرفة في فنلندا، من خلال تلبية حاجة سوق العمل للقوى البشرية المدربة ذات الأداء الأكاديمي المتميز.\n4-\tيختلف نظام التعليم في كل من فنلندا والإمارات العربية المتحدة في أسلوب ومصادر إعداد المعلمين.\n5-\tاتخاذ القرار في فنلندا يتم بمركزية التشريع ولا مركزية التنفيذ، إذ تم نقل مستويات القرار والمسؤولية عن التعليم من وزارة التعليم ووضعها على عاتق المدارس والبلديات المحلية، بينما اتخاذ القرار في نظام التعليم الإماراتي يتصف بمركزية التشريع والتنفيذ.\nوفي ضوء النتائج، تم وضع عدد من التوصيات والمقترحات التي قد تساعد المسؤولين في وزارة التعليم في الإمارات العربية المتحدة، وأيضاً في الدول العربية على تحسين وتطوير أنظمتهم التعليمية، وفي إثراء مستوى ممارسات مدارس التعليم العام. The study aimed at describing and analyzing the education system in Finland and the United Arab Emirates, the historical roots of these two systems, identifying the factors affecting the education system in both countries and the foundations on which it is based, and explaining the similarities and differences between the two systems.\nImportance of the study:\nThe need for educators and researchers for comparative studies that reveal the reasons that help the success of the education system and the conditions that hinder its progress. This study may benefit officials in the UAE to create an advanced and integrated education system that meets international standards by identifying the reasons why Finland has moved from a mid-level education system to a contemporary model education system.\nStudy questions:\n1.\tWhat are the historical roots of the education system in Finland and the UAE?\n2.\tWhat factors have influenced the formation of the education system in Finland and the UAE?\n3.\tWhat are the foundations of the education system in Finland and the UAE?\n4.\tWhat are the general features of the education system in Finland and the UAE?\n5.\tWhat is the organizational structure of the education administration in Finland and the UAE?\n6.\tWhat are the similarities and differences between the education systems in Finland and the UAE?\nMethodology of the study\nThe study used the comparative curriculum as it is the most appropriate approach that helps track the evolution of educational systems and analyze the causes that led to it and the effects that it was exposed to.\nLimits of the Study\nThe current study is limited to the education system in Finland and the United Arab Emirates, and was conducted in 1438/1439 AH.\nResults\nThe study reached a number of results, the most important of which are:\n1.\tThe education system in Finland and the United Arab Emirates is centralized, but the Finnish education system is more flexible by decentralising schools to manage their internal affairs and autonomy in decision-making, within the statutory law of the Ministry of Foreign Affairs Education in Finland.\n2.\tThe education system in Finland and the United Arab Emirates is similar in terms of funding for education, with education being financed by the central Government in both systems.\n3.\tThe educational system has effectively contributed to knowledge-based economic growth in Finland by meeting the labour market's need for trained manpower with outstanding academic performance.\n4.\tThe education system in Finland and the United Arab Emirates differs in the method and sources of teacher training.\n5.\tDecision-making in Finland is centralized in legislation and not in implementation. The levels of decision and responsibility for education have been transferred from the Ministry of Education and placed on local schools and municipalities, while decision-making in the UAE education system is characterized by the centrality of legislation and implementation.\nIn the light of the findings, a number of recommendations and suggestions have been made that may help officials at the Ministry of Education in the UAE, as well as in the Arab countries, that will help improve and develop their educational systems and enrich the practices of general education schools.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
