| المستخلص: | The aim of the study is identifying the extent to which the national plan for the development of higher education programs and its curricula was considered. The analytical descriptive approach was adopted. The criterion of citizenship was designed, which included three main axes of rights and duties, effective participation and adherence to laws. The study adopted the criterion in analyzing the content of the plan The results of the analysis revealed the absence of a clear statement on the concept of citizenship and its dimensions with regard to the recommended characteristics of the national academic reference standards. A number of proposals were reached, the most important being the revision of the national plan and the plans for universities. Education periodically in order to balance the revenue and address the concept of citizenship, and taking into account the gradient and the sequence in his presentation consistent with the educational levels and priorities of the community. هدفت الدراسة تعرف مدى مراعاة الخطة الوطنية لتطوير برامج التعليم العالي ومناهجه (قطاع العلوم التربوية)، وتم اعتماد المنهج الوصفي التحليلي، حيث تم تصميم معيار المواطنة الذي تضمن ثلاثة محاور رئيسية الحقوق والواجبات والمشاركة الفعالة والالتزام بالقوانين، واعتمدت الدراسة على المعيار في تحليل محتوى الخطة الوطنية، وكشفت نتائج التحليل عدم وجود تصريح واضح بمفهوم المواطنة وأبعاده فيما يتعلق بالخصائص الموصي بها للمعايير المرجعية الأكاديمية الوطنية، وتم التوصل إلى عدد من المقترحات من أهمها مراجعة الخطة الوطنية والخطط الخاصة بالجامعات وكليات التربية بصورة دورية بهدف تحقيق التوازن في إيراد ومعالجة مفهوم المواطنة، ومراعاة التدرج والتسلسل في عرضه بما يتفق مع المستويات التعليمية وأولويات المجتمع. |
