| المستخلص: | إن قيام الدولة الصهيونية بقوة السلاح هو الذي جعل ولا يزال يجعل من المؤسسة العسكرية وكبار القادة الإسرائيليين الطاقم الأهم في إسرائيل التي إنما تأسست على أساس جلب إعداد هائلة من يهود الشتات وتوطينهم وإحلالهم في فلسطين بعد اقتلاع وتشريد سكانها الأصليين ومنذ ذلك الحين كان لزاماً أن يكون للعصابات وقيادات المنظمات الإرهابية الدور الرئيسي في التمهيد لقيام الدولة وإن يشكل الأمن الهدف الأبرز للدولة بعد قيامها. ولأن استراتيجية الدولة قامت على مفهوم التوسع، فقد كان من الطبيعي أن يكون الجيش وقياداته العسكرية هي الأداة لتحقيق الأهداف التوسعية وتسخير السياسة وفقاً لهذا الاتجاه من قبل المؤسسة العسكرية ويتمتع الجيش عموماً بثلاث مزايا لا تتمتع بها أي مؤسسة اجتماعية أخرى وهي التنظيم الدقيق وامتلاك القوة المتمثلة في الأسلحة والمعدات العسكرية الموضوعة في تصرفه وفقاً للقوانين، والهيبة العالية الناتجة عن ذلك. ويعتبر النموذج الإسرائيلي منفرد وخاص جداً في إسهام المؤسسة العسكرية في إدارة سياسة الدولة حيث التداخل بين الجيش والدولة، فالدولة هي الجيش والجيش هو الدولة، حيث يفرض الوضع الجيو-ستراتيجي والمحدودية البشرية والوجود في دائرة العداء من الخارج والداخل والمتمثلة في دول الطوق، الوجود الفلسطيني في الضفة الغربية وقطاع الغزة، بما يفرض قيوداً على بناء وتنظيم واستخدام القوى العسكرية، في شكل قوة عاملة دائمة محدودة، وقوة احتياط كبيرة ذات كفاءة عالية بالمقارنة بقوات الاحتياط في الجيوش الأخرى، كما أن لها القدرة على التعبئة والفتح الاستراتيجي.
