| المستخلص: | في إطار القناعة المتأصلة بأهمية التخطيط الاستراتيجي - كمنهج إداري تطبيقي، سعت هذه الدراسة بصفة رئيسة إلى بلورة الدور المحتمل له، وأثره علي تطوير الأداء وتحقيق الميزة التنافسية، للمنظمات العامة في ظل عالم يموج بالمتغيرات الإدارية والاقتصادية. وأعتمد الباحث على آراء حقيقية من المبحوثين، وذلك عن طريق قائمة استقصاء مصممة لهذا الغرض لإعطاء صورة حقيقية لأهمية التخطيط الاستراتيجي كمنهج إداري تطبيقي لتطوير الأداء وتحقيق الميزة التنافسية في عصر العولمة والتجمعات الإقليمية. وبالاعتماد على بيانات قائمة الاستقصاء بالإضافة إلى المقابلات الشخصية على امتداد مدة الدراسة التطبيقية، تم التوصل إلى النتائج والتوصيات الآتية: تشير نتائج الدراسة التطبيقية إلى توافق الإطار النظري الذي مفاده إن اعتناق منهج التخطيط الاستراتيجي كمدخل إداري تطبيقي قد أدى إلى تطوير أداء بعض شركات التأمين المصرية، قيد الدراسة وتمكينها من التتماشي مع البيئة المتغيرة والاستجابة للمتغيرات العالمية بصورة إيجابية. وجد إن شركات التأمين المصرية (قيد البحث والدراسة) قد بدأت بالفعل بتطبيق منهج التخطيط الاستراتيجي منذ زمن ليس بالقصير استعدادا لمواكبة التطوير وإنها فعلا قد دخلت في اتفاقيات مع مؤسسات دولية عديدة تتعلق بتطوير وتحسين الأداء. نجحت شركات التأمين المصرية في إجراء تغيير منتظم ومتكامل بني على خطة عملية شاملة غطت عملياتها الإدارية والإنتاجية، مما ساهم في تحسين وتطوير أداءها وبما يضمن لها البقاء والنمو وتحقيق الميزة التنافسية. ضرورة إعادة النظر في الأساليب والنظم والمبادئ الإدارية التقليدية، والبدء بتنفيذ وتفعيل منهج التخطيط الاستراتيجي بشكل واسع كمنهج إداري تطبيقي يساعد قطاع التأمين المصري علي التأقلم مع بيئته الداخلية والخارجية خاصة في ظل الظروف والمستجدات الحالية واعتبار التخطيط الاستراتيجي منهج عمل. Within the framework of the inherent conviction of the importance of strategic planning - as a way of administrative application, this study sought mainly to develop a potential role for him, and its impact on developing performance and achieving competitive advantage for public organizations in the light of the world welled up with variables. The researcher has tried, as much as he could to reinforce the study with real opinions of the respondents, and by designing a questionnaire that included questions whose answers lead to give a true picture of the importance of strategic planning as a way to develop an administrative application performance and achieve competitive advantage in the era of globalization and regional groupings. Depending on the data collected from the survey list as well as personal interviews over a period of Applied study, it has been reached the following findings and recommendations: □The results of the study refer to the Compatibility between theoretical framework which means that embracing the approach of the strategic planning as an applied administrative input has led to the development of the performance of some of the Egyptian insurance companies, under study and enabled them to be in line with the changing environment and to respond to the global variables in a positive way. □It has been found that the Egyptian insurance companies have already begun to apply the strategic planning approach since quite some time to prepare to cope with the development and that it has already entered into agreements with several international organizations related to the development and improvement of performance. □Egyptian insurance companies have succeeded in conducting a systematic and integrated change process, built on a comprehensive plan covering administrative and productive operations, which contributed to the improvement and development of its performance and to ensure its survival, growth and achieving competitive advantage. □ The need to reconsider the methods and systems of traditional management principles, and the need to start implementing and activating the strategic planning approach broadly as a way of administrative application that helps the Egyptian insurance sector to cope with the internal and external environment, especially in light of the current circumstances and consider strategic planning course of action. |
