520 |b Conducting and implementing on-line learning requires a set of integrated aspects. These aspects aren't confined to the educational ones, but some of these factors are concerned with the prevailing social, cultural and political features of the society in which the educational process will be conducted. In view of these aspects, this study was undertaken to investigate the influence of social, cultural and political aspects on the adoption of on-line learning in the Sudanese universities. \ The results of the study revealed that the nature of the Sudanese society, the social and political conditions may constitute a major obstacle for on-line learning. The study also showed that the learners lack the required characteristics and that their financial circumstance could be a huge barrier for conducting on-line learning. Moreover, skilled, trained staffs that are well acquainted with the ICT tools are very limited. They also tend to prefer the private sector to government positions. Also there is a lack of qualified administrative bodies 1 Assistant Professor. Sudan University of Science and Technology - atikaaS @hotmail. Com and instructors besides that there is the problem of the commitment to the use of technology in teaching and this is mainly because the nature of the Sudanese society besides the financial difficulties that may force the teachers to have other jobs. In addition to that the educational strategies weren't systematically structured by understanding the social or cultural or political aspects of the community.
