| 520 | |a تعتبر التنمية بصفة عامة من أهم القضايا التي يزداد الاهتمام بها من جانب المفكرين الاجتماعيين والمتخصصين والمسئولين والباحثين والمخططين فقد احتلت مكانا بارزا في الفكر الاجتماعي المعاصر باعتبارها ضرورة حتمية، ومطلبا أساسيا وهدفا تسعى إليه المجتمعات النامية والمتقدمة على السواء. والتخطيط التشاركي يستهدف الربط بين الجهود الحكومية والأهلية والخاصة بغرض تحقيق التكامل بين كل منهم باعتبار أن الجهود الأهلية والمشاركة الشعبية هي التي تمثل السواد الأعظم من المجتمع وهم أصحاب المصلحة الحقيقية في إحداث التغيير. وتعد المشاركة إحدى الركائز الأساسية التي تقوم عليها الديمقراطية بل إن نموها وتطورها إنما يتوقف على إتاحة فرص المشاركة أمام فئات الشعب وطبقاته وجعلها حقا يتمتع به كل فرد في المجتمع. كما تبنت الحكومات تطوير الأحياء الحضرية الفقرية من خلال استراتيجية شاملة لتحسين ظروف المعيشة وتوفير برامج الرعاية الاجتماعية للفقراء محدودي الدخل بالمناطق الحضرية لتزيد من فرص تطوير هذه المناطق وتزويدها بالخدمات الأساسية والاجتماعية وتطوير الأحياء الفقيرة بالحضر من خلال ما يسمى مدن بلا أحياء فقيرة بهدف تطوير الأحياء الفقيرة وتقديم برامج الرعاية الاجتماعية وتحسين الظروف الأساسية وتمكين فقراء الحضر وتوعيتهم بحقوقهم وكيفية التعاون والتفاعل مع السلطات المحلية لنيل مطالبهم وإشباع إحتياجاتهم. |b Development is generally considered one of the most important issues in which social thinkers, specialists, officials, researchers and planners are increasingly interested. Participation is one of the basic pillars on which democracy is based. Indeed, its growth and development depends on providing opportunities for participation to all segments and classes of the People and making it a right enjoyed by every individual in society. Governments have also adopted the development of urban slums through a comprehensive strategy to improve living conditions and provide social care programs for the poor and low-income people in urban areas to increase opportunities for developing these areas and providing them with basic and social services and Developing urban slums through what is called cities without slums with the aim of developing slums and providing Social welfare programs, improving basic conditions, empowering the urban poor, educating them about their rights, and how to cooperate and interact with local authorities to fulfill their Demands and satisfy their needs. | ||
