| 520 | |a تعد الدراسات والبحوث التي تعنى بدراسة وبحث وتشخيص المعوقات التي تواجهها عملية قيام النظام السياسي الديمقراطي في أي دولة من دول العالم، لا سيما على مستوى دول العالم الثالث، من بين أبرز الدراسات والبحوث التي تبين وتفسر وتحلل الأسباب العلمية والموضوعية الكامنة التي تقف وراء فشل أو تعثر نجاح العديد من التجارب الديمقراطية التي خاضتها مثل هذه الدول، وذلك على مستوى التاريخ الحديث والمعاصر. وإن بلدنا العزيز العراق يندرج ضمن تصنيف هذه الدول، لذلك فإنه اليوم يواجه معوقات موضوعية حقيقية في عملية قيام النظام السياسي الديمقراطي، وذلك بعد التغيير عام 2003، إذ توزعت هذه المعوقات إلى معوقات اجتماعية ومعوقات اقتصادية ومعوقات سياسية ومعوقات ثقافية. من هنا جاءت محاولة الباحث لبحث ودراسة وتشخيص أبرز تلك المعوقات الاجتماعية والتي تمثلت بوجود النظام الاجتماعي (القبلي- العشائري) السائد في العراق، وأبرز تلك المعوقات السياسية والتي تمثلت بضعف دور الطبقة الوسطى في صياغة وتوجيه العملية السياسية في العراق بعد عام 2003، وأبرز تلك المعوقات الثقافية والتي تمثلت بوجود ثقافة سياسية ضيقة أو ثقافة سياسية تابعة في ظل غياب كامل لوجود ثقافة سياسية مشاركة، وذلك في بحث جاء بعنوان (معوقات قيام النظام السياسي الديمقراطي في العراق بعد عام 2003)، والذي تضمن مبحثين رئيسيين جاء الأول بعنوان (المعوقات الاجتماعية والاقتصادية لقيام النظام السياسية الديمقراطي في العراق بعد عام 2003)، وجاء الثاني بعنوان (المعوقات السياسية والثقافية لقيام النظام السياسي الديمقراطي في العراق بعد عام 2003)، مما وفر مدخلاً لمحاولة إثبات فرضية هذا البحث، وكذلك تشخيص ودراسة أبرز تلك المعوقات الاجتماعية والاقتصادية والسياسية والثقافية التي تواجه عملية قيام النظام السياسي الديمقراطي في العراق بعد عام 2003. |b Studies and research concerned with studying, researching and diagnosing the obstacles facing the process of establishing a democratic political system in any country in the world, especially at the level of third world countries, are among the most prominent studies and research that show, explain and analyze the scientific and objective reasons underlying the failure or faltering of success. Many of the democratic experiences that such countries have had, at the level of modern and contemporary history Since our dear country, Iraq, falls within the classification of these countries, today it faces real objective obstacles in the process of establishing the democratic political system, after the change in 2003, as these obstacles were divided into social obstacles, economic obstacles, political obstacles and cultural obstacles From here came the researcher’s attempt to research, study and diagnose the most prominent of those social obstacles, which were represented by the existence of the social system (tribal - clan) prevailing in Iraq, and the most prominent of those economic obstacles, which were represented by the existence of a unilateral rentier economic system in Iraq, and the most prominent of those political obstacles, which were represented by the weak role of the class Central in formulating and directing the political process in Iraq after 2003, and the most prominent of these cultural obstacles, which were represented by the existence of a narrow political culture or a political culture lurking in the complete absence of the existence of participating political culture, in a research titled (obstacles to the establishment of a democratic political system in Iraq after a year 2003), which included two main themes, the first came under the title (Social and Economic Obstacles to the Establishment of the Democratic Political System in Iraq after 2003) Which included two main themes, the first was entitled (Social and Economic Obstacles to the Establishment of the Democratic Political System in Iraq after 2003), and the second was entitled (Political and Cultural Obstacles to the Establishment of the Democratic Political System in Iraq after 2003). | ||
