| المستخلص: | يعبر الإصلاح السياسي عن آلية الفعالة للنظام السياسي على ضبط تفاعلاته المتباينة بين مؤسساته الفاعلة والمختلفة من أجل إدارة شؤون الدولة والتفاعل مع مطالب المجتمع ومعرفة كيفية التعامل معه في إطار البيئة المحيطة به. إن نجاح الإصلاح السياسي يتوقف على مدى تعبيره عن التوجهات الحقيقية لكياناته المنصهرة داخله باعتباره عملية سياسية سمتها الرئيسية التشاركية منفتح على جميع الأطراف والقوى من أجل إعطائهم مكانة تساهم في بناء مؤسساته وتفعيل أدوارهم. لقد تعددت التفسيرات النظرية للإصلاح السياسي حسب توجهاتهم الفكرية من اتجاه الآخر بين اتجاه يقوم على مبدأ المزاوجة بين الديمقراطية والتنمية في ظل وجود سلطة سياسية تقوم على الحد الأدنى من الحكم. Political reform expresses the effective mechanism of the political system to control its various interactions between its various active institutions in order to manage the affairs of the state and interact with the demands of society and know how to deal with it within the framework of the surrounding environment. The success of political reform depends on the extent to which it expresses the real trends of its fused entities within it, considering it a political process whose main feature is participatory, open to all parties and forces in order to give them a place that contributes to building its institutions and activating their roles. There have been many theoretical interpretations of political reform according to their ideological orientations from one direction to the other, between a direction based on the principle of marriage between democracy and development in the presence of a political authority based on a minimum rule. |
