| المستخلص: | البرنامج الحكومي هو تلك الوثيقة التي تسطر فيها الحكومة ما تعتزم القيام به خلال ولايتها، ويجب أن يتضمن الخطوط الرئيسية للعمل الذي تنوي الحكومة تطبيقه في مختلف مجالات النشاط الوطني، وبالأخص في ميادين السياسة الاقتصادية والاجتماعية والبيئية والثقافية والخارجية. يحاول هذا المقال التعريف بمعنى كلمة البرنامج والمقصود بالبرنامج الحكومي، مع التطرق إلى المرجعية الدستورية والقانونية المؤطرة له في التجربة المغربية، وكيفية إعداده ومسطرة تقديمه ومناقشته والتصويت عليه. بالإضافة إلى إبراز أهم مرتكزات وتوجهات برامج الحكومات الثلاثة في ظل الدستور الجديد، وتسليط الضوء على نقط التلاقي ونقط الاختلاف بينها، واستخلاص مدى تأثير تنفيذ هذه البرامج على نتائج الانتخابات التشريعية في نهاية الولاية الحكومية. The government's program is the document in which the Government outlines what it intends to do during its mandate, and must include the main lines of work that the Government intends to implement in various areas of national activity, particularly in the fields of economic, social, environmental, cultural and external policy. This article tries to define the meaning of the word program and the meaning of the government program while addressing the constitutional and legal reference framed for it in the Moroccan experience, how to prepare it, and the process of submitting it, discussing, and voting on it. In addition to highlighting the most important pillars and directions of the three governments' programs under the new constitution, highlighting the points of convergence and points of difference between them, and drawing out the impact of the implementation of these programs on the results of the legislative elections at the end of the government mandate. |
