| المستخلص: | إن التطور في مجال الإدارة الرياضية في الفترة الأخيرة جاء أثر الاستخدام الأمثل للأساليب الإدارية الحديثة ومنها "الحوكمة في الرياضة" إذ استخدم الباحث المبادئ الأساسية للحوكمة الجيدة المعتمدة في اللجنة الأولمبية الدولية، والتي ستكون إجبارية التطبيق في عام 2020، ومن هذا المنطلق جاءت أهمية البحث. وقد استخدم الباحث الأسلوب الوصفي كونه الأقرب لتحقيق نتائج البحث وتمثل مجتمع البحث برؤساء وأعضاء الاتحادات المركزية العراقية وممثليات اللجنة الأولمبية في المحافظات والتي كانت أعدادهم كما يأتي: عدد الاتحادات المركزية هو (23) اتحادا لكل اتحاد مركزي (٨) ثمانية أعضاء بما فيهم الرئيس ما عدا اتحاد كرة القدم عددهم (١٣) ثلاثة عشر عضوا بما فيهم الرئيس، مع ملاحظة أن اتحادي الطاولة والتايكوندو هم اتحادات منحلة (وقت إجراء الدراسة) وبذلك يكون عدد أعضاء الاتحادات المركزية هو (173) عضوا أما ممثليات اللجنة الأولمبية في المحافظات (ما عدا إقليم كردستان) فقد كان لكل محافظة (٥) أعضاء وهذا ما جاء نصه في قانون الاتحادات الرياضية رقم (١٦) لسنة ١٩٨٦ " أعضاء وبذلك يكون عدد أعضاء ممثليات المحافظات هو (٧٠) عضوا وبهذا تكون عينة المجتمع الكلية هي (243) عضوا. وقد صمم الباحث أداة لقياس مدى تطبيق مبادئ الحوكمة وفق المبادئ الدولية المعتمدة من قبل اللجنة الأولمبية الدولية وكانت على شكل استبيان شملت سبعة محاور وبعد معالجة البيانات إحصائيا؛ تبين للباحث أن إجابة العينة كانت تؤكد بتطبيق المحور الأول (الرؤية والمهمة الاستراتيجية) والمحور السابع (علاقات متناغمة مع الحكومة مع المحافظة على الاستقلالية) وضعف تطبيق بقية المحاور، وقد خرج الباحث بعدة توصيات واستنتاجات وهي: من خلال عمل الباحث على معرفة تطبيق الحوكمة الإدارية في مؤسسات اللجنة الأولمبية العراقية وحسب معطيات البحث المعروض آنفا الإحصائية، والنظرية، والعملية، استنتج ما يلي: 1- عدم مناقشة التعليمات الدورية الصادرة من قبل اللجنة الأولمبية الدولية بين أعضاء الاتحادات المركزية، وممثليات المحافظات للجنة الأولمبية العراقية والمسؤولين الإداريين المعنيين، وخصوصا ما يتعلق بموضوع البحث (المبادئ الأساسية للحوكمة الجيدة) وهذا ما أكده أفراد العينة من خلال إجاباتهم. 2- دق ناقوس الخطر بالنسبة لعدم تطبيق (المبادئ الأساسية للحوكمة الجيدة) لما في ذلك من الأثر السلبي الذي يرافقه خصوصا بعد إقرار رؤية (أجندة 2020) للجنة الأولمبية حيث أكدت المسودة على ضرورة تطبيق هذه المبادئ واعتبارها التزاما مهنيا وأخلاقيا والتي ستكون إلزامية التطبيق وهذا يستلزم على القائمين على الحركة الأولمبية العراقية النظر بجدية للعمل بها. 3- قد تواجه الكثير من المؤسسات الرياضية مشاكل إدارية وتنظيمية تهدد ديمومتها ومستقبلها لكنها بتطبيق "المبادئ الأساسية للحوكمة الجيدة" قد تعالج مشاكلها. التوصيات 1- ضرورة تطبيق "المبادئ الأساسية للحوكمة الجيدة للجنة الأولمبية الدولية" كونها إجراءات رقابية وإدارية تكفل للمؤسسات الرياضية النهوض بواقعها الأولمبي. 2- إقامة دورات وورش عمل للمسؤولين في المؤسسات الأولمبية خاصة بالتثقيف بالدور الكبير الذي يلعبه تطبيق المبادئ الأساسية للحوكمة الجيدة لما له من أثر لتنامي القدرة التنظيمية والإدارية للمؤسسة الرياضية الأولمبية. 3- تأليف لجنة خاصة مكونة من الكادر المتقدم في اللجنة الأولمبية العراقية تكون مسؤولياتها البحث في السبل الكفيلة لتطبيق وتطوير وتنمية "المبادئ الأساسية للحوكمة الجيدة" 4- تكليف مختصين من الأكاديميين في مجال الإدارة الرياضية على رأس العمل الإداري مهمتهم تقديم المشورة للمكتب التنفيذي على تنفيذ المبادئ الأساسية للحوكمة الجيدة. Through the work of the researcher on the application of administrative governance in the institutions of the Iraqi Olympic Committee and according to the research data presented above in statistical, theoretical and practical terms, it was concluded that: 2. 1. Not to discuss the periodic instructions issued by the International Olympic Committee among the members of the central federations, the governorate representations of the Iraqi Olympic Committee and the relevant administrative officials, in particular with regard to the subject matter of the research (Basic principles of good governance) and that's what Confirmed by the sample members through their answers. 1. The alarm was sounded as to the non-application of the basic principles of good governance, including the negative impact, especially after the adoption of the Olympic Committee Vision 2020, in which the draft emphasized the need to apply these principles as a professional and moral obligation that would be mandatory Application This requires the Iraqi Olympic movement to seriously consider working on it. 2. Many sporting institutions may face administrative and organizational problems that threaten their viability and future but by applying the "Basic principles of good governance" may address their problems. Recommendations 1. The need to implement the "Basic principles of good governance of the International Olympic Committee" as a supervisory and administrative measure to ensure that sports institutions promote their Olympic realities. 2. 2. To establish courses and workshops for officials of the Olympic institutions in order to educate them on the important role played by the implementation of the basic principles of good governance, which have an impact on the growing organizational and administrative capacity of the Olympic sports institution. 3. 3. The creation of a special commission composed of the advanced cadre of the Iraqi Olympic Committee whose responsibilities will be to examine ways of implementing, developing and promoting the "Basic principles of good governance". |
