| المستخلص: | يعتبر الإصلاح الإداري عملية إدارية مهمة تلجأ إليها المنظمات لإحداث إصلاحات في هيكلها التنظيمي، وتطوير اللوائح والنظم التي يسير عليها العمل الإداري والتنظيمي، إضافة إلى تنمية وتطوير المهارات الفنية والإدارية للعاملين، من أجل تحقيق أهدافها وتحقيق التنمية الإدارية الشاملة. إن برامج الإصلاح الإداري لا يمكن أن تكلل بالنجاح إذا لم يتم التخطيط لها بأسلوب علمي ودقيق، ويكون وفق مبادئ ومعايير محددة، إضافة إلى وجود رقابة دائمة وصارمة تتبع كافة خطوات تنفيذ الخطط الإصلاحية الموضوعة من أجل اكتشاف الانحرافات وتصحيحها، كما أنه يوجد شرط أساسي وضروري من أجل نجاح برامج الإصلاح وهو تهيئة الأفراد العاملين في المنظمة لتقبل هذه الإصلاحات باعتبارهم القوة المحركة له. Administrative reformation is regarded as an important process which institutions seek in order to improve its organizing pattern, to develop the tablets and the strategies that guide both administrative and regulatory efforts, as well as, to improve the creative and administrative skills of the personnel. Doing so, institutions aim at realizing its goals and achieve an overall administrative enhancement. Unless an accurate scientific planning method, which follows specific ethics and standards, is adopted and constant stringent audits- overseeing its steps and phases so as to discover and correct any errors- are maintained, administrative reform programmes cannot achieve success. Being its core engine and after being well-prepared for such reformation, the administrative staff itself embodies another decisive condition to attain these amendments fruitfully through accepting them. |
