| المستخلص: | يعرف هذا البحث أدوات الرقابة البرلمانية التي يمارسها المجلس النيابي على السلطة التنفيذية، وموقع هذا الموضوع داخل الاتجاهات المعاصرة في ادبيات الدراسات البرلمانية بشكل عام، ثم يرصد الأدوات الرقابية المتاحة لمجلس النواب في ظل دستور 2014، واللائحة الداخلية لهذا المجلس الصادرة بالقانون رقم (1) لسنة 2016، وتقارن هذه الأدوات الرقابية في هذه الوثيقة الدستورية السارية ولائحتها البرلمانية مع ما سبقتها من وثائق دستورية ولوائح برلمانية. وتعتمد على تحليل هذه الوثائق، وتركن الي الأسلوب المقارن في استكشاف الثابت والمتغير بشأن الرقابة البرلمانية في النموذج المصري. \nوفي ضوء ما تقدم، يهتم هذا البحث أولا بتحديد أدوات الرقابة المستقرة والمتواترة في الحياة البرلمانية المصرية في ظل دساتيرها المتعاقبة، ويعقب ذلك تبيان أدوات الرقابة المستجدة في دستور 2014، وينطلق من هذا التوصيف والتصنيف لهذه الأدوات الرقابية نحو تقديم رؤية كلية للضوابط المشتركة التي تنظم ممارستها، ثم يختتم الدراسة باقتراح عدة تدابير تسهم في ترشيد وتجويد استخدام أدوات الرقابة البرلمانية في مجلس النواب. \n This research identifies the tools of parliamentary control exercised by the House of Representatives over executive power and the position of this subject within contemporary trends in the literature of parliamentary studies in general. It then monitors the House of Representatives' regulatory tools under the 2014 Constitution and the internal regulations of this House promulgated by Law No. (1) of 2016. These regulatory instruments are compared in this current constitutional document and its parliamentary regulation with previous constitutional documents and parliamentary regulations. It relies on analyzing these documents and the comparative method of exploring the constant and changing of parliamentary control in the Egyptian model. \nIn light of the foregoing, this research is primarily concerned with identifying stable and frequent control tools in Egyptian parliamentary life under its successive constitutions. This is followed by identifying the new control tools in the 2014 Constitution, and this characterization and classification of these regulatory instruments are to provide a holistic view of the common controls that govern their exercise. The study then concludes by proposing several measures that contribute to rationalizing and improving the use of parliamentary control tools in the House of Representatives. \nThis abstract translated by Dar AlMandumah Inc. 2021 |
