| المستخلص: | The scientific paper examined the role of financial policies in the allocation of resources by applying it to the health sector in Sudan The problem of the study was the inability to activate the financial policy tools to channel financial resources towards optimal allocation to support the economic sectors, especially the health sector in Khartoum state. The study aimed at-Identify the role of financial policies in the state of Khartoum in the allocation of resources in the health services sector-Clarifying the role that fiscal policy can play in positively influencing the optimal use of resources to achieve the objectives of fiscal policy-Disclosure of the nature of the financial resources available in the state of Khartoum, through which to achieve health services. The study assumed-The allocation of financial resources in the health services sector in the state of Khartoum was not efficient -Optimal allocation of resources in health services leads to their efficiency and expansion of their spread-The study followed the descriptive analytical method using secondary sources of information, such as books, scientific references, periodicals, university letters and scientific papers. The study reached a number of results, including:-The secession of Southern Sudan has affected the performance of the public budget through the reduction of public expenditure due to the decline in public revenues by 65% -The weakness of the proportion of resources allocated to the health sector in the state of Khartoum has led to deterioration and reduction of efficiency The study recommended that:- The State must seek new or additional resources to cover the losses of the Union to improve the performance of the public budget- Working to increase the financial allocations to finance health services from the general budget of the state leads to the efficiency and expansion of its spread. تناولت الورقة دور السياسات المالية في تخصيص الموارد المالية بالتطبيق على قطاع الصحة في السودان دراسة حالة ولاية الخرطوم، تمثلت مشكلة الدراسة في عدم قدرة تفعيل أدوات السياسة المالية لتوجيه الموارد المالية نحو تخصيصها الأمثل لدعم القطاعات الاقتصادية ولاسيما قطاع الصحة بولاية الخرطوم. هدفت الدراسة إلى التعرف على دور السياسات المالية بولاية الخرطوم في تخصيص الموارد في قطاع الخدمات الصحية. توضيح الدور الذي يمكن أن تمارسه السياسة المالية في التأثير الإيجابي في الاستخدام الأمثل للموارد بشكل يحقق أهداف السياسة المالية، الكشف عن طبيعة الموارد المالية المتاحة في ولاية الخرطوم والتي يمكن من خلالها تحقيق الخدمات الصحية. افترضت الدراسة تخصيص الموارد المالية في قطاع الخدمات الصحية بولاية الخرطوم لم يتميز بالكفاءة. التخصيص الأمثل للموارد في الخدمات الصحية يؤدي إلى كفاءتها وتوسيع انتشارها. اتبعت الدراسة المنهج الوصفي التحليلي باستخدام مصادر المعلومات الثانوية متمثلة في الكتب والمراجع العلمية والدوريات والرسائل الجامعية والأوراق العلمية، توصلت الدراسة إلى عدد من النتائج منها أثر انفصال جنوب السودان على أداء الموازنة العامة من خلال خفض الانفاق العام بسبب انخفاض الإيرادات العامة بنسبة 65%. ضعف نسبة الموارد المخصصة لقطاع الصحة بولاية الخرطوم أدى إلى تدهورها وتقليل من كفاءتها. أوصت الدراسة بأنه يجب على الدولة البحث عن موارد جديدة أو إضافية لتغطية الفاقد الإيرادي لتحسين أداء الموازنة العامة، العمل على زيادة المخصصات المالية لتمويل الخدمات الصحية من الموازنة العامة للولاية يؤدي إلى كفاءتها وتوسيع انتشارها. |
