| 520 | |d Cet article traite de la «société civile », notion entourait d’ambiguïté, mais qui référait à une tendance au privé sur le plan économique, et à l’implication des citoyens à la gestion des affaires publiques sur le plan politique. \nEn s’éloignant des partis politiques et également des idéologies, la société civile comptait donner un nouveau souffle à la démocratie à travers une participation directe et active des citoyens. \nC’est le cas aux pays développés, par contre, la société civile au tiers- monde reste encore au-deçà des attentes, car elle ne fait qu’aider les gouvernements non élus à soumettre les opposants et les groupes politiques qui réclament le changement. \nQuant aux subventions, les gouvernements au tiers monde ne cessaient d’exprimer ses inquiétudes par rapport à toute aide fournie à la société civile par l’étranger.\n | ||
| 520 | |a يتناول هذا المقال "المجتمع المدني" وهو مفهوم ملتبس لكنه يشير إلى التوجه نحو القطاع الخاص على الصعيد الاقتصادي، وإلى المشاركة في إدارة الشأن العام على المستوي السياسي.\n غير أن الواقع غالبا ما يكون أقل من هذا الطموح. فالفكرة تبدو أقرب إلى الحلم في عالم فقد فيه الإنسان الإيمان بجدوى الإيديولوجيات. \nوفي بلدان العالم الثالث ينظر إلى ممارسات المجتمع المدني على أنها امتداد لسلطة الدولة وأنه وسيلة لاستنزاف أموال الجهات الدولية المانحة دون تقديم الكثير في الطريق نحو الإصلاح واعتباره أداة للسيطرة على الجماعات الاجتماعية والسياسية الجديدة.\nوهناك توجس لدي الحكومات إزاء المساعدات التي يتلقاها المجتمع المدني من الخارج وهناك خوف من وجود أجندات سرية من وراء ذلك.\n | ||
| 520 | |f This article deals with “civil society,” which is ambiguous but refers to the orientation towards the private sector at the economic level and the participation in the management of public affairs at the political level.\nHowever, the reality is often less than that ambition. The idea seems more like a dream in a world where man has lost faith in the usefulness of ideologies.\nIn third world countries, civil society practices are seen as an extension of سtate authority and as a means of draining international donor funds without giving much for the road to reform.
