| المستخلص: | من الواضح في السنوات الأخيرة ركزت الجهود الدولية على أهمية المناخ الاستثماري المؤسسي باعتباره من أهم العوامل الحاكمة لتدفقات الاستثمار الأجنبي المباشر، لما له من دور هام في توفير الثقة والأمان للمستثمر الأجنبي، وتقليل المخاطر السياسية المرتبطة بحالة عدم التأكد بشأن المعاملات بالاقتصاد المضيف، وتحفيز المنافسة، وتحقيق الكفاءة في استخدام الموارد بما يسهم في رفع كفاءة أداء الشركات المستثمرة، ويدعم قدراتها التنافسية بالاقتصاد المضيف. في هذا المقال تم استعراض أن للحوكمة مؤشرات عديدة وثيقة الصلة بالمناخ الاستثماري للدولة التي تقيس مستوى أداء اقتصاديات الدول المتقدمة ومدى ملائمتها لاحتضان الاستثمارات الأجنبية، وتتمثل هذه المؤشرات في الديمقراطية وما يصاحبها من استقرار سياسي وجودة اللوائح والتنظيمات المتعلقة بممارسة النشاط الاقتصادي، والفساد ومدى مكافحته، ومدى وجود نظام قانوني وتشريعي وقضائي مدعما للحقوق والملكيات. Clearly, in recent years, international efforts have focused on the importance of the investment climate and institutional as one of the most important factors governing the flows of foreign direct investment, because of its important role in providing confidence and safety for foreign investors, and reduce the political risks associated with the situation of uncertainty about the transactions to the economy of the host, and stimulate competition, and to achieve efficient use of resources so as to contribute to raising the efficiency performance of invested companies, and supports the competitiveness of the host economy. In this article was to review the governance several indicators closely related to the investment climate of the state, which measures the performance of the economies of developed countries, the level and appropriateness to embrace foreign investment, and are these indicators in the Democratic and the accompanying political stability and quality regulations and regulations relating to the exercise of economic activity, and corruption and the extent of combat, and the extent of supported by the presence of property rights and legal and judicial and legislative system. |
