| 520 | |f Scientific research, as well as teaching and community service, are the most important functions of the university, and Algeria has recently paid great attention to the higher education and scientific research, believing in the economic value of education. Therefore, this study aims to evaluate the scientific research and technological development system in Algeria. The promulgation of Law No. 98-11 containing the Directive Act and the five-year program for scientific research and technological development 1998-2002 is considered the turning point in the State's policy towards scientific research and technological development. | 520 | |a يعتبر البحث العلمي إلى جانب التدريس وخدمة المجتمع أهم وظائف الجامعة، والجزائر هي الأخرى أولت اهتماما بالغا في الآونة الأخيرة بقطاع التعليم العالي والبحث العلمي إيمانا منها بالقيمة الاقتصادية للتعليم، وعليه كان الهدف من هذه الدراسة تقييم منظومة البحث العلمي والتطوير التكنولوجي في الجزائر، حيث يعتبر صدور القانون رقم 98-11 المتضمن القانون التوجيهي والبرنامج الخماسي للبحث العلمي والتطوير التكنولوجي 1998-2002 نقطة التحول في سياسة الدولة اتجاه البحث العلمي والتطوير التكنولوجي، حيث بعد هذا القانون تم تسجيل نتائج إيجابية على المستوى الاقتصادي ولكنها دون المستوى العالمي. | ||
