| المستخلص: | تهدف الدراسة إلي معرفة آفاق الحلول للأزمات المائية بدول حوض نهر الفرات وتتمثل مشكلة الدراسة في وجوب جلب حلول للأزمات المائية بدول حوض نهر الفرات وحل المشكلات المائية القائمة بينهم، وتتمحور المشكلة في سؤال رئيسي يتفرع منه عدد من الأسئلة وهي هل هناك حلول للأزمات المائية بدول حوض نهر الفرات وهل توجد أنواع متعددة من الحلول ،إذ يفترض الباحثان هناك حلول للأزمات المائية بدول حوض نهر الفرات وانها أنواع متعددة وسوف تزيل أزمات المياه بدول حوض نهر الفرات، واستخدم الباحث كل من المنهج التحليلي والوصفي والتاريخي والقانوني، وأثبتت الدراسة من خلال النتائج صحة الفرضيات ومن اهم تلك النتائج ، وجود حلول للأزمات المائية بدول حوض نهر الفرات وهي حلول اقتصادية وتقنية بعيدة عن الأمور السياسية والأمنية وهي حلول تفاضليه وحلول كمبدأ الحوافز المالية وتحسين العلاقات التجارية والاقتصادية والتعاون المشترك والاشتراك في نقاط التوافق واللجوء إلى الشريعة الإسلامية والتحكيم الدولي والتفاوض وبيع ونقل الماء من تركيا للدول الإقليمية عن طريق دولتا المجري والمصب بشرط موافقتهم ونوصي في هذه الدراسة أن تشكل مجالس الوزراء فريق تفاوضي يختص بالجوانب القانونية والاقتصادية والتقنية يكون له القدرة العالية على التفاوض بما يحافظ على الحقوق المائية لدولتا المجري والمصب في حوض نهر الفرات . The study aims at finding prospects of solutions to the water crises in the Euphrates River basin. The problem of the study is that solutions to the water crises in the Euphrates basin countries should be brought to solve the water problems existing among them. The problem of the study is centered on a main question, from which many questions emerging which are: Are there any solutions for water crisis between the Euphrates basin countries? , and are there different types of solutions?, . The researcher assumes that there are solutions to water crises between the countries of the Euphrates River basin and are multiple types, which can lead to removal of water crises in the countries of the Euphrates River basin. The study concluded with the results that proved the hypotheses that there are solutions to the water crises in the Euphrates River countries which are economic and technical solutions far from political and security issues, which are differential solutions and solutions such as financial incentives, solving the improvement of trade and economic relations, solving joint cooperation and participation in the points of consensus and adjudication to Islamic law , International arbitration , and negotiation , and the sale of water from Turkey to the regional countries through the upstream and downstream countries as per their consent. we recommend in this study that the Councils of Ministers is to form a negotiating team that deals with the legal, economic and technical aspects, and will have the ability to negotiate in a way that preserves the water rights of the two (2) states of upstream and downstream in the Euphrates basin . |
