| 520 | |a يعد الهيكل العمري للسكان المرآة التي تعكس واقع السكان من حيث المراحل الزمنية والعمرية التي يمر بها، ففتوته أو شبابيته أو شيخوخته تعكس حالات التوازن أو عدم التوازن، بين الفئات العمرية المختلفة وبما يتطابق مع التوازن، أو عدم التوازن بين مجالات التنمية المختلفة في أي دولة سواء بالنسبة للحاضر أم المستقبل. وأن زيادة الشباب أمرا غاية في الأهمية لأية دولة خاصة وأن ذلك يرتبط بالقوة العاملة التي تتوفر لدى الدولة جراء ذلك. فنجد أن عدد السكان والقوة العاملة (Manpower) هما مترادفان، دائما، فإن الزيادة العددية في السكان تعني زيادة في القوة العالمة والمنتجة في الجيل التالي. لهذا فإن الزيادة السكانية في العراق تعني زيادة في عدد الشباب وهذا يعني زيادة في قوته العاملة المنتجة، وتعرف هذه بالهبة الديمغرافي وأحيانا بالنافذة الديمغرافية، وتمثل هذه الظاهرة فرصة سانحة للاستفادة من توجيه الموارد لبناء قدرات الشباب واستغلال إمكاناتهم في التنمية التي يمكن أن ترفع الناتج المحلي الإجمالي والنمو الاقتصادي بافتراض وضع وتنفيذ السياسات الصحيحة في مجال التنمية. | ||
