| المستخلص: | بعد نهاية الحرب الباردة وانهيار الاتحاد السوفيتي، برز نظام القطبية الأحادية الصلبة، والذي شكل علامة فارقة في تطور النظام الدولي والعلاقات الدولية، فتزايدت أولوية العامل الاقتصادي، وبرزت الثورة العلمية والتكنولوجية، وتراجعت أهمية القوة العسكرية في إدارة العلاقات الدولية، وبرزت نظريات فكرية وأيديولوجية غيرت المفاهيم السائدة في فهم العلاقات الدولية، وانقسم العالم إلى نوعين من الدول: دول تحكمها التكنولوجيا، ودول تتحكم بها الايديولوجيا. وظهر فاعلين جدد من غير الدول، وأفرغت السياسة من مضامينها الاجتماعية والاقتصادية؛ وسيطر عليها أبعاد طائفية وعرقية ومذهبية تعتمد الغرائز والانغلاق الفكري؛ على حساب السياسة التي تعتمد على العقل والفكر. وبدا واضحا الفرق بيننا وبين الغرب، فهم يصنعون قضايانا، ونحن نحلل قضاياهم، لكن الفكر الذي يصنع الواقع، أرقى بكثير من الفكر الذي يفسر الواقع كما هو. After the end of the Cold War and the collapse of the Soviet Union, a solid single-polar system emerged , which is a milestone in the development of the international system and international relations, The priority of the economic factor has increased, the scientific and technological revolution has emerged, the importance of military power in the management of international relations has declined, Intellectual and ideological theories have emerged that have changed the prevailing perceptions of international relations. The world has been divided into two types of countries: technology-governed countries and ideologically controlled countries. New non-state actors emerged, politics were stripped of their social and economic implications; they were dominated by ethnic and sectarian dimensions that based on instincts and intellectual isolation; at the expense of a policy based on reason and thought. The difference between us and the West is clear, they make our issues, we analyze their issues, but the thought that makes reality is far superior to the thought that explains reality as it is. |
