| المستخلص: | Negligence in the performance of public service is a clear violation and departure from the principles of integrity, impartiality and administrative ethics which any public official must-have, as it signals evil intent, aim and deviation from his duties.\nIt is one of the most prevalent negative behaviours and manifestations in both central and local public facilities.\nThe causes and factors of this negligence are interlaced. They are difficult to separate and include those relating to the public official itself, and the external ones related to the public facility and the surrounding external environment.\nWork negligence, as described above, is one of the forms of administrative corruption, which is the biggest obstacle to the promotion of local development and the advancement and improvement of the public service.\nThis abstract translated by Dar AlMandumah Inc 2018. la négligence dans l’accomplissement des obligations de la fonction publique constitue un manquement aux principes d'intégrité, de neutralité et de l’étique de l'action administrative que tout fonctionnaire doit avoir. Dans le cas contraire, cela fait preuve de la mauvaise foi du fonctionnaire et de son intention à ne pas respecter les obligations de la fonction.\nIl s'agit donc d’un comportement voire un phénomène négatif fréquent très répandu au sein des services publics, que ce soient ceux centraux ou locaux.\nQuant à ses raisons et facteurs , ils sont chevauchés, donc c'est difficile à les séparer; il y a ceux qui sont liés au fonctionnaire lui-même , et ceux qui ont une relation avec le service public et l'environnement externe qui l'entoure.\nla négligence du fonctionnaire, selon la forme précitée est l’une des types de la corruption administrative qui est parmi les grandes entraves qui empêchent le développement local, la promotion ainsi que l’amélioration du service public.\n يعتبر الإهمال في أداء الوظيفة العمومية خرقا وخروجا واضحا عن مبادئ النزاهة والحياد وأخلاقيات العمل الإداري التي يجب أن يتحلى بها أي موظف عمومي، لأنه ينبئ عن سوء نيته وقصده وانحرافه عن واجباته الوظيفية.\nوهو أحد السلوكات والمظاهر السلبية الأكثر انتشارا في المرافق العمومية المركزية والمحلية على السواء.\nأما عن أسبابه وعوامله فهي متداخلة يصعب فصلها، منها ما هو متعلق بالموظف العمومي نفسه، ومنها ما هو خارجي ذو صلة بالمرفق العمومي والبيئة الخارجية المحيطة به.\nوالإهمال الوظيفي وفق الشكل السابق هو أحد صور الفساد الإداري التي تعد أكبر العقبات التي تقف حائلا أمام النهوض بالتنمية المحلية وترقية وتحسين الخدمة العمومية.\n |
