| 520 | |d Aujourd’hui, dans les milieux académiques et scientifiques, le thème lié à l’handicap occupe une place spéciale. Après avoir été traité durant des années dans un cadre théorique rigide et occasionnelle se résumant dans les aides humanitaires et dans un cadre de programmes, politiques de certains ministères et volontariats. Actuellement, il s’impose par sa nécessité. Le traitement de cette problématique exige, plus qu’avant, un éloignement du circuit des aides, car la vraie prise en charge est celle qui contribue à l’adaptation, Le développement, et l’intégration de cette couche dans un espace productif. Ce programme commence par le fait de prendre soin de cette catégorie de personnes par le biais de la rééducation, l’intégration, la contribution et la production, en arrivant à un développement social efficace qui prend en considération l’obligation d’investir le capital humain sur des fondements scientifiques, réelles et professionnelles. | ||

In the past it was just discussed from a theoretical side and during occasions organized for help and by programs and politics based on public charities. Today, the appropriate care of those people integrates and adapts them in the development where they can produce and show their abilities. This perception stems from what really exists, cautiously and carefully speaking, to what should be for rehabilitation, integration, contribution and production. The objective is to reach an effective social development that takes into account the mandatory investment of the human element on a scientific, realistic and professional base. | ||
| 520 | |a يكتسي موضوع رعاية وإدماج المعاقين اهتماما خاصا في الأوساط العلمية والأكاديمية؛ حيث ما انفك يطرح نفسه بإلحاح، فبعد أن اقتصر تناوله لسنوات عدة ضمن إطار نظري تجريدي، وفي حدود المناولة الآنية والمناسباتية ذات المنحى المساعداتي؛ وفي إطار برامج وسياسات اقتصرت على جهود وزارات وهيئات تطوعية...الح، كأنما هو موضوع مستقل عن سياق حركة المجتمع، أصبح فرضاً علينا اليوم- أكثر من أي وقت مضى- يفرض تناوله بعيدا عن المقاربة المساعداتية والمناسباتية، ذلك أن الرعاية المطلوبة للمعاقين هي التي تساعد على تكيفهم واندماجهم الخلاق في التنمية؛ مما يسمح لهذه الشريحة بالولوج إلى فضاء العطاء المنتج. هذا التصور ينطلق مما هو موجود- وقاية وعلاجا- إلى ما يجب أن ينوجد تأهيلا وإدماجا ومشاركة وعطاء، وصولا إلى تنمية مجتمعية فعالة تأخذ بعين الاعتبار إلزامية استثمار العنصر البشري وفق أسس علمية واقعية ووظيفية. | ||
