| المستخلص: | Local economic development as an emerging reality enjoys the great support of the Algerian State, and its emergence has received much legislation. At the same time, municipalities, both urban and rural, are struggling to implement local economic development processes within their municipalities in order to create strong domestic economies to stem dependency on fuel economy. The Agency for Youth Support and Employment has played a role in achieving employment creation and diversification goals this study aims at determining the role of the local authorities in the administration of economic development in the region. In addition, the purpose of this study is to analyze tools to support economic development, to monitor the effectiveness of national programs expressed by new mechanisms, to detect the effectiveness of economic diversification in labor market offers, their effectiveness or ineffectiveness, and the contribution of new SMEs In local development efforts in the interests of the contractor and the country. The field was based on the statistics provided by the National Agency for Youth Support and Employment, and then analyzed and learned lessons, including proposing solutions that we consider appropriate for the obstacles., The study concluded the results of the importance of mechanisms developed by the State to promote this sector and to push individuals towards entrepreneurship and the development of the spirit of entrepreneurship and the establishment of entrepreneurial culture as a prerequisite for solving the crisis of unemployment and the advancement of the economy through the creation of Value added, activating local policy on attracting business and incentives, retaining business, developing new business, developing high technology, paying more attention to the marketing process and the need to give it more importance than it is now, giving it a modern dimension and dimension. إن التنمية الاقتصادية بوصفها واقعا ناشئا، تحظى بتأييد كبير من الدولة الجزائرية، وقد حظي ظهورها بالكثير من التشريعات. وفي الوقت نفسه، فإن البلديات، الحضرية والريفية على السواء، تكافح من أجل تطبيق عمليات التنمية الاقتصادية المحلية داخل بلدياتها، وذلك لإيجاد اقتصاديات محلية قوية من أجل وقف التبعية لريع المحروقات، وقد كان لوكالة دعم وتشغيل الشباب دورا فيما يتعلق بتحقيق أهداف لإيجاد فرص العمل والتنويع الاقتصادي، تهدف هذه الدراسة إلى تحديد دور السلطات المحلية في الإدارة من التنمية الاقتصادية في المنطقة. وعلاوة على ذلك، فإن الغرض من هذه الدراسة هو تحليل الأدوات لدعم التنمية الاقتصادية، ورصد مدى فعالية البرامج الوطنية معبر عنها بالآليات المستحدثة والكشف عن مدى فعالية التنويع الاقتصادي في عروض سوق العمل وقدرة هذه الوكالات في فعالية أو عدم فعاليتها ومدى مساهمة المؤسسات الصغيرة والمتوسطة المستحدثة في الجهود التنموية المحلية بما يخدم مصلحة المقاول والوطن .تم استعانة بالمعلومات سواء كتب أو مجلات أو دوريات أو مواقع الكترونية تمس الجانب الأساسي في البحث والمتعلق التنويع الاقتصادي التنمية الاقتصادية المحلية، أما الجانب الميداني تم الاعتماد على الإحصاءات التي قدمتها الوكالة الوطنية لدعم وتشغيل الشباب ومن ثم تحليلها واستخلاص العبر ومنها اقتراح الحلول التي نراها مناسبة للعوائق، توصلت الدراسة لنتائج منها مدى أهمية آليات التي استحدثتها الدولة للنهوض بهذا القطاع ودفع الأفراد نحو المقاولة وتنمية روح المقاولة وإرساء الثقافة المقاولاتية كمطلب أساسي لحل أزمة البطالة والرقي بالاقتصاد من خلال إيجاد القيمة المضافة، تفعيل السياسة المحلية حول جذب الأعمال والحوافر، والاحتفاظ الأعمال، وتطوير الأعمال الجديدة، وتطوير التكنولوجيا العالية، والاهتمام أكثر بالعملية التسويقية وضرورة إعطائها أهمية أكبر مما عليه الآن، وإعطاءه الطابع والبعد الحديث. |
