| المستخلص: | يهدف البحث إلى التعرف على إدارة وتنظيم برامج التعليم العالي لذوي الإعاقة في المملكة العربية السعودية في ضوء رؤية 2030 م، والتي بدورها ارتكزت على ثلاثة محاور رئيسية وهي: مجتمع حيوي، اقتصاد مزهر، ووطن طموح. وسيكون ذلك من خلال التطرق إلى اهتمام المملكة العربية السعودية بالتعليم العالي لمواطنيها عامة ولذوي الإعاقة خاصة، وواقع تلك البرامج من ناحية الفرص المتوفرة لذوي الإعاقة في مؤسسات التعليم العالي بالمملكة العربية السعودية ودول الخليج. وقد تم ذكر بعض من تجارب المملكة العربية السعودية لتنظيم برامج ذوي الإعاقة في مؤسسات التعليم العالي إضافة إلى التحديات التي تواجه ذوي الإعاقة للالتحاق بالتعليم الجامعي، وأخيرا الأنظمة الإدارية والقانونية التي ينبغي مراعاتها لتوفير تعليم جامعي ملائم لهم، مع ذكر بعض من المقترحات التي تساعد في تطوير التعليم والذي يعتبر عنصر من عناصر تحقق الرؤية. وقد أستخدم في هذا البحث المنهج الوصفي الوثائقي وكانت عينته بعض الدراسات السابقة والمراجع العربية منها والأجنبية، المرتبطة بموضوع البحث، من سنة 1999 م إلى2017 م. This research paper aims at identifying management and organization of higher education programs for people with disability inside the Kingdom of Saudi Arabia in the light of Vision 2030. This was established on the basis of three objectives: Vibrant Society, Thriving Economy, and Ambitious Nation. This will be through the Kingdom attention to higher education for its citizens, especially for people with disability, and the impact of these programs on providing opportunities to disabled people in the higher education institutions in the Kingdom of Saudi Arabia and Gulf Countries. Some experiences of the Kingdom of Saudi Arabia have been mentioned of organizing programs for people with disability in higher education institutions in addition to the challenges faced by people with disability to enroll for university education. Finally, administrative and legal regulations that should be taken into account to provide university education level suitable for them, including some recommendations which help in the development of education as it is considered of the elements to fulfill the Vision. Methodology used for this research is qualitative method, while sample of research is from previous studies conducted and references, both English and Arabic, related to the research topic since 1999 until 2017. |
