| المستخلص: | أضحت السياسة اللغوية في العصر الحديث جزءًا من السياسة العامة لأية دولة؛ نظرًا لأهمية اللغة، وارتباطها بسيادة الدولة، وما تؤديه من أدوار في المجالات السياسية والاقتصادية والاجتماعية، وحفظ الحقوق العامة والخاصة للأفراد والمؤسسات. وتروم هذه الورقة البحثية إلى دراسة القوانين والتشريعات التي وضعتْ بموجب السياسة اللغوية المتبعة في الأردن، وتهدف إلى التعرف على طبيعة هذه القوانين، وإلى آلية عملها، والمؤسسات المسؤولة عن إصدارها، وعن تنفيذها، وإلى مدى انسجامها مع أدبيات التخطيط اللغوي العامة متبعةً المنهج الوصفي في ذلك. وتنبسط الدراسة في محورين: المحور النظري الذي سيتضمن عرضًا لأدبيات الدراسة، وشرحًا للمفاهيم والمصطلحات المتعلقة بالبحث مثل: مفهوم السياسة اللغوية، ومفهوم التخطيط اللغوي، وأهداف وضع السياسة اللغوية، وتفسير الحاجة إليها في حفظ سيادة الدولة، واستقلالها. وفي المحور التطبيقي سيستبصر البحث قوانين حماية اللغة العربية التي صدرت في الأردن، وصادق عليها الدستور الأردني؛ لتصبح جزءًا من سياسة الدولة العامة، وما انطوى عليه من مواد تشريعية لخدمة اللغة العربية، وحفظها من مخاطر العولمة اللغوية، ومخرجاتها. والإلماح إلى الرؤى المستقبلية التي تَنْشد تحقيقها، وأهم منجزاتها، وسيتضمن نقدًا لهذه القوانين للوقوف على نقاط القوة والضعف فيها، وأهم التوصيات. وتوصل الباحث إلى أن قوانين خدمة اللغة العربية في الأردن قوانين نظرية غابت عنها مبادئ التخطيط اللغوي، وأن قانون حماية اللغة العربية لعام 2015 مينطوي على طموح واسع في سن قوانين تشريعية مهمة لو لقي اهتمامًا من الدولة ومتابعة لبنود هذا القانون. The language policy in the modern erea has become a part of the general policy of any state; given the importance of language and its relation to the sovereignty of the state, and played roles in the political, economic and social fields, and save public and private rights of individuals and institutions This paper intending to study the laws and regulations that have been developed under the linguistic policy in Jordan, aims to identify the nature of these laws, and to the mechanism of action, and the institutions responsible for the issuance, and their implementation, and to the extent of compatibility with the literature and language planning, following the descriptive approach. The study unfolds in two axes: the theoretical axis, which will include a presentation of the literature of the study, and an explanation of the concepts and terminology related to research, such as: the concept of language policy, the concept of linguistic planning, It will review the objectives of the language policy development, interpretation needed in maintaining state sovereignty, language and identity, and independence In the applied hub the research will explore protection laws which was issued in Jordan, and ratified by the Jordanian Constitution to become part of the general policy of the State, and involved legislative materials to serve the Arabic language, and save them from the dangers of linguistic globalization, and outputs. And have a look on the future visions that seek to achieve, and it will include a criticism for these laws to find out the strengths and weaknesses, and the most important recommendations. The research found that Arabic language service in Jordan Rules theory missed the principles of linguistic planning laws, and to protect the Arabic language of the 2015 Act includes important and successful legislative acts if received attention from the state. |
