| 520 | |b This study aims to highlight the BOT mode (Build Operate Transfer) from a technical conceptual point of view, it is a financing formula recently used in Algeria, by the injection of huge amounts mainly related to projects of infrastructure in various areas, including water and power generation. After about fifteen years of application in Algeria, it turned out that the financing philosophy related to this mode contradicts the economic reality of our country. From the attempt to lift the burden on the state budget and the participation of the private sector in public development, the state has become the majority investor in BOT projects. By exaggerating the granting of benefits to foreigners in the form of loans granted by the Algerian public banks, and even less not to choose the derivatives of the mode BOT that they are in adequacy with the nature of the Algerian economy. | ||
| 520 | |d Cette étude vise à mettre en exergue le mode BOT (Build Operate Transfer) d'un point de vue conceptuel technique, il est une formule de financement utilisée récemment en Algérie, par l'injection d'énormes montants liés principalement à des projets d'infrastructure dans divers domaines, notamment l'eau et la production d'électricité. Après une quinzaine d'années d'application en Algérie, il s'est avéré que la philosophie de financement liée à ce mode contredit la réalité économique de notre pays. De la tentative de soulever le fardeau sur le budget de l'état et la participation du secteur privé dans le développement public, l'état est devenue l'investisseur majoritaire dans les projets BOT. En exagérant dans l'octroi des avantages aux étrangers sous forme de prêts accordés par les Banques publiques Algériennes, et encore moins de ne pas choisir les dérivés du mode BOT qu'elles se trouvent en adéquation avec la nature de l'économie Algérienne. | ||
