| المستخلص: | تعتبر الجريمة المنظمة بجميع أشكالها من الظواهر التي غزت العالم بأسره، وجذبت انتباه مختلف الدول والمجتمعات؛ وذلك لما لها من تأثيرات سلبية خطيرة على الأفراد والجماعات، وتبذل الكثير من الجهود في مختلف البلدان العربية والغربية لمكافحة الجريمة المنظمة التي من أبرز أشكالها الاتجار بالمخدرات.\nويهدف البحث الحالي إلى رصد بعض التجارب العالمية والوطنية والإقليمية لمكافحة المخدرات والجريمة المنظمة من أجل تحديد الأسس والمعايير التي تحتاج إليها تلك التجارب لتستمر في نجاحها، والوصول إلى دروس مستفادة من عملية مكافحة الجريمة المنظمة، ثم وضع استراتيجية مقترحة لتطوير مجال مكافحة الجريمة المنظمة، ويعتمد البحث على المنهج الوصفي التحليلي وفقا للمشكلة والأهداف والمفاهيم. وتوصل البحث إلى الكثير من النتائج أهمها: تحديد المعايير التي تواجه جهود مكافحة المخدرات والجريمة المنظمة، واختتم البحث باستراتيجية تتضمن نموذجا مقترحا لتطوير عملية مكافحة المخدرات والجريمة المنظمة، ثم مقترحا لتطوير سياسات مكافحة المخدرات والجريمة المنظمة. Organized crime in all its forms is a phenomenon that has invaded the entire world and has attracted the attention of various societies and countries because of its serious negative effects on both individuals and groups. Many efforts are being made in various Arab and Western countries to combat organized crime, the most important of which is drug trafficking. \nThe current research aims to monitor some of the global, national and regional experiences to control drugs and organized crime in order to identify the bases and criteria needed for those experiences to continue to succeed, and to learn lessons from the fight against organized crime and then to develop a proposed strategy for the development of the fight against organized crime. The research depends on the analytical descriptive method according to the problem, objectives and concepts. The study concluded with a number of results, the most important of which is: the identification of standards that face drug control efforts and organized crime. The research ended with a strategy containing a proposed model for the development of the fight against drugs and organized crime, and then a proposal for the development of drug control and organized crime policies.\nThis abstract translated by Dar AlMandumah Inc 2018. |
