| 520 | |a تقوم السياسة الخارجية الإيرانية على عناصر قوة ومقومات اقتصادية واستراتيجية تمكنها من لعب دور مهم في أطار المنظومة الدولية وهي قادرة أن تدير أزمات بالشراكة الإيجابية أحيانا وشراكة سلبية أيضا ولعل الموقع الجغرافي والاستراتيجية في منطقة الشرق الأوسط والبقعة الأكثر جدلا في تاريخ الصراع من اجل السيطرة على منابع الطاقة. ويعتبر موقع إيران مهما من الناجية الاستراتيجية لإطلاله على أهم ثلاث مسطحات مائية هي الخليج في الجنوب الغربي وبحر والمحيط الهندي في الجنوب وبحر قزوين في الشمال. فسياسة أيران الخارجية تقوم على التخلص من العزلة المفروضة عليها وجعل نفسها فاعلا رئيسيا في أمن واقتصاد الخليج وآسيا الوسطي في محاولة لكسب النفوذ وتشكل القوة الاستراتيجية الإيرانية كعنصر مهم في رسم صورة المشهد الإقليمي، فمن الناحية الإقليمية توجد إيران في منطقة مخترقة بشدة من الغرب ولا بد من وتحديد نهج لسياستها الخارجية والتساؤل ب هل سيقوم الساسة في طهران برفض الغرب وإدراك تناقض النظم بسبب الطابع الإسلامي للنظام الإيراني أم إيجاد صيغة للعمل معه. إن أهم الإشكاليات التي يواجهها صانع السياسة الخارجية هي تحديد علاقة العرب فيه، والتي تكسب هذه العلاقة أهمية محورية في السياسة الخارجية الإيران فبناء عليها تتشكل العلاقة مع العالم الخارجي ككل، العراق، أمن الخليج، النفط والغاز، إسرائيل، فلسطين، العلاقات مع العرب. ففي ظلال علاقة المتوترة بين إيران وجوارها العربي سوف تتأثر القوة المركزية التي تشكلتلها في المرحلة الحديثة بأبعاد العلاقة بين إيران ونظمها الإقليمية. ومن هنا يمكننا القول إن للدبلوماسية الإيرانية معيارا مهما في أداء دور فعال على مستوي المنظومة الدولية في العلاقات الدولية، لكن المحددات التي تتبعها طهران في سياساتها الخارجية جعلت من الدور الإيراني متصادما مع القوي الكبرى وخاصة الولايات المتحدة الأميركية، وبالتالي فإن العلاقة مع العرب وخصوصا دول الخليج سوف تبقي طبق المحدد علاقة واشنطن طهران ولن تتغير إلا بتغيير جيو سياسي عربي أو إيراني للخروج من دوامة التناقض إلى اعتبارات أخف وطأة. | ||
