| 520 | |b This article examines the issue of removing the ruler from office peacefully or by force. From Islamic perspective, the office of the ruler has been instituted to protect religious norms and principles of justice and organizing the affairs of people accordingly. For this reason, people should obey the ruler's orders unless his orders run in conflict with general Islamic norms. It is obvious from a survey of Muslims scholars' views that the ruler needs to be deposed from his office if he rejects the preventive and monitoring tools put in place by the shar'h. Conversely, if he does not accept them, people could use force to compel him to step down. This course of action, however, has its pros and cons. It will be forbidden, therefore, to remove him by force if that leads to a massive chaos or disaster or he is likely to be replaced by another aggressive ruler. In the end, the writer recommends that Muslims should establish modern civil institutions that conform to Islamic principles and, at the same time, provide a mechanism for a smooth and peaceful transfer of power. | ||
