| المستخلص: | يواجه الاقتصاد العربي والجزائري بصفة خاصة في السنوات الأخيرة جملة من المشاكل والصعوبات تحول دون بلوغ الأهداف التي سطرتها الدولة في مجال التنمية الاقتصادية متأثرا بالانهيار المفاجئ لأسعار النفط، وهذا نتيجة السياسات الريعية التي انتهجتها الحكومات المتعاقبة التي رهنت الاقتصاد الوطني بالاعتماد الشبه الكلي في صادرتها على المحروقات بنسبة تفوق 95% مما أجبر الدولة على البحث عن بدائل قطاعية للمحروقات من بينها قطاع المؤسسات الصغيرة والمتوسطة والتي اعتمدت عليها العديد من الدول وحققت من ورائها دفعا ونموا وتوبعا اقتصاديا كبيرا من خلال رفع مستوى الإنتاجية في جميع الأعمال والأنشطة وخلق فرص عمل جديدة والإسهام في تنويع الإنتاج بالإضافة إلى زيادة القدرة على المنافسة، إلا أن واقع المؤسسات الصغيرة والمتوسطة في الجزائر لم يرقي بعد إلى المستوى الذي يكفل بلوغ الأهداف المرجوة منه. وتتضمن هذه الورقة البحثية أهم المعوقات التي تحول دون تطور المؤسسات الصغيرة والمتوسطة في الجزائر ومقارنتها بما هو عليه في بعض الدول العربية مع اقتراح بعض الحلول والتوصيات لتفعيل هذا القطاع في الجزائر باتخاذ جملة من الإجراءات والتحديثات والتي قسمناها إلى ثلاث محاور: إجراءات قانونية وإجراءات قانونية وإجراءات مالية اقتصادية وإجراءات تنظيمية.
