| المستخلص: | أصبح استخدام الإنترنت بالغ الأهمية في مختلف أوجه الحياة اليومية لجميع شعوب العالم لما توفره تلك الوسيلة مزايا وخدمات مما جعلها تنتشر وتتطور بشكل ملفت للنظر، وفي ليبيا دخلت شبكة الإنترنت أواخر تسعينيات القرن الماضي، إلا أن دخولها واجه العديد من الصعوبات والعقبات، حيث كانت البنية التحتية متدنية في مختلف المجالات وبخاصة مجال الاتصالات والتوثيق والمعلومات فكانت أولى العوامل المعرقلة لانتشار الشبكة في مختلف المناطق الليبية، إضافة إلى أن الدولة الليبية في تلك الفترة لم تكن متحمسة لاستخدام الإنترنت وشيوعها بين المواطنين للاعتبارات السياسية والأمنية التي كانت أجهزة الدولة تضعها ضمن أهم أولوياتها، فقد كان الحصول على جهاز حاسوب أو طابعة أو فاكس يتطلب العديد من الموافقات والتعهدات الأمنية، ناهيك عن غياب التشريعات والقوانين المنظمة للنشر الإلكتروني أو الداعمة لحماية مستخدمي الإنترنت، وعلى الرغم من تلك الظروف المعرقلة لاستخدام الإنترنت وانتشارها في ليبيا؛ إلا أنها لم تستطع الحد من الإقبال على الشبكة واستخدامها، فانتشرت محلات ومقاهي الإنترنت وزاد عدد المشتركين في الشركات ذات العلاقة بتوزيع الخطوط السلكية واللاسلكية والربط مع شبكة الإنترنت. \nلقد ساهمت التغيرات السياسية والعسكرية والاقتصادية وعدم الاستقرار التي عاشتها ولازالت تعيشها الدولة الليبية في التأثير على استخدام الإنترنت ونشر المعلومات والتعامل مع مواقع التواصل الاجتماعي، كما أن حالة عدم الاستقرار الأمني وما سببته من اعتداءات على الناشرين عبر الإنترنت والإعلاميين بصفة عامة إضافة إلى عدم قدرة الدولة على حمايتهم أو تقديم الجناة إلى العدالة كان له تأثير كبير على واقع استخدام الشبكة في ليبيا وتدني مستوى حرية التعبير فيها. \nتهدف هذه الورقة إلى التعرف على واقع استخدم الإنترنت في ليبيا وتتبع مراحلها وعرض مصادر توزيعها وإبراز التشريعات والقوانين المنظمة لها إضافة إلى ما تواجهه من صعوبات ومشاكل في ظل الظروف السياسية والاقتصادية التي تعانيها الدولة الليبية في الوقت الحاضر. The use of the Internet has become extremely important in various aspects of everyday life for all peoples of the world, as it provides advantages and services, making it spread widely and develop remarkably. In Libya, the Internet entered during the late 1990s, but its introduction was met with many difficulties and obstacles. The Infrastructure was low in various fields, especially communications, documentation, and information, and these were the primary factors hindering the spread of the network in different areas of Libya. In addition, the Libyan State at that time was not enthusiastic about the use of the Internet or it becoming popular among citizens because of the political and security considerations that the state agencies placed among their most important priorities. To obtain a computer, printer, or fax required many approvals and security commitments, not to mention the absence of legislation and laws regulating electronic publishing or supporting the protection of Internet users. Despite these conditions that hindered the use of the Internet and its spread in Libya, they were unable to limit the demand for and use of the Internet. Internet shops and cafes spread, and the number of subscribers to companies distributing wired and wireless lines connecting with the Internet increased.\nThe political, military, and economic changes and instability that the Libyan State has experienced and continues to experience have affected the use of the Internet, the dissemination of information, and the handling of social media sites. Security instability and the resulting attacks on online publishers and media professionals in general, as well as the inability of the State to protect them or bring perpetrators to justice, have had a significant impact on the reality of internet use and the low level of freedom of expression in Libya. \nThis paper aims to identify the reality of the use of the Internet in Libya, track its stages, showcase the sources of its distribution, and highlight the legislation and laws governing it. The study also seeks to identify the difficulties and problems that the Internet faces in light of the political and economic conditions that the Libyan State is going through presently. \nThis abstract translated by Dar AlMandumah Inc. 2018 |
