| 520 | |e هدف المقال إلي عرض أطروحة بعنوان الفساد النسقي والدولة السلطوية كحالة الجزائر منذ الاستقلال تأليف (محمد حليم ليمام). وتناول المقال عده فصول، جاء الفصل الأول بعنوان "الفساد النسقي: حكم الفساد". والفصل الثاني بعنوان "الإرث التاريخي للدولة الجزائرية المعاصرة: جذور الاستبداد والفساد". أما الفصل الثالث بعنوان "الخبرة الكولونيالية وتوطين الفساد والاستبداد". وفى الفصل الرابع بعنوان " تكوين الدولة الفاسدة وبنيتها". أما الفصل الخامس والأخير بعنوان " من الدولة الفاسدة إلي الدولة المفسدة. وتوصل المقال الى أن المؤلف استطاع تقديم صورة مكثفة عن الحالة الجزائرية والفساد النسقي المستحكم في بُنيتِها، والذي ينذر بين حين وآخر بمؤشرات لاشتعال الجمر الكامن تحت رماد ما هو سائد، وذلك عبر منهج علمي معتمداً نظريات علم الاجتماع والسياسة، وواكب فيه وقائع تطور هذه الآفة وأسباب تجذرها. وأشار المقال إلي بعض الملاحظات الذي تثير الانتباه ومنها: عدم تطرقه إلى الجانب الاقتصادي الجزائري ومراحل النمو والفشل والذي انعكس في عملية التنمية الملحوظة. كما تبين تغيب نخب المثقفين من دائرة البطانة القريبة من الحاكم لتأمين استمراريته واقتصرت لائحته على العسكر والسياسيين ورجال الدين. ولم نلاحظ إيجابية حول مرحلة العمل المقاوم والتحرري من الاستعمار الفرنسي، لا بل تركيزه على تأسيس الفساد منذ تأسيسه بمرحلة الثورة. كُتب هذا المستخلص من قِبل دار المنظومة 2018 |f The article aimed to present a thesis entitled "Corruption of the Oppressive and the autocratic State: as the Case of Algeria since Independence" by Mohamed Halim Limam. The article dealt with several chapters. The first chapter was entitled "Corruption of the Oppressive: The Rule of Corruption". The second chapter is entitled "The historical legacy of the modern Algerian state: the roots of tyranny and corruption". The third chapter is entitled "Colonial experience and the settlement of corruption and tyranny." the fourth chapter entitled "Composition of the corrupt state and its structure." The fifth and last chapter entitled "From the corrupt state to the corrupting state". The article concluded that the author was able to provide an extensive picture of the Algerian situation and the structural corruption of the Oppressive in its structure, which threatens from time to time by implied serious indications by the remains of what is prevailing, through a scientific approach, which adopted theories of sociology and politics, and accompanied by the facts of this scourge development and the reasons for its roots. The article pointed to some observations that draw attention, including; the article did not address the Algerian economic aspect and the stages of growth and failure, which was reflected in the remarkable development process. It also shows the absence of elite intellectuals from a close circle to the governor to ensure his continuity, and confined to the list on the military, politicians and clerics. There is not a positive note about the stage of resistance and liberation work from the French colonial, but its focus on the establishment of corruption was since the inception phase of the revolution.
