| المستخلص: | تهدف الدراسة إلى التعرف على مفهوم الحياة الدبلوماسية لكادر البعثة الدبلوماسية الدائمة، والقواعد والبروتوكولات الضابطة لها، ودورها في توجيه المسؤولية الاجتماعية التي تقع على كاهل كادر البعثة تجاه مجتمع الدولة المعتمد لديها. هذا وتستند الدراسة على فرضية رئيسة مفادها أن: (هنالك علاقة ارتباطية بين نجاح وسلامة الحياة الدبلوماسية لأعضاء البعثة الدبلوماسية الدائمة وبين التزامهم بالقواعد والبروتوكولات الضابطة لها). ولدراسة ذلك تم توظيف كل من المنهج القانوني والمنهج الوظيفي. وخلصت الدراسة إلى عدة نتائج أهمها: أنه وأثناء ممارسة أعضاء البعثة الدبلوماسية لحياتهم الدبلوماسية، عليهم الإلتزام بالقواعد والمراسم الناظمة لها، أثناء احتكاكهم بالوسطين الرسمي وغير الرسمي في مجتمع الدولة المعتمد لديها. كما توصي الدراسة إلى وجوب تحديد المسؤوليات الاجتماعية التي تقع على عاتق كادر البعثة أثناء ممارسته لحياته الدبلوماسية في الدولة المعتمد لديها، لذا على الدول تدريب كادر بعثتها على ممارسة دور دبلوماسي مسؤول تجاه الشعوب، كما لا بد من تدخل المجتمع الدولي في إلزام الدول والبعثات الدبلوماسية في تنفيذ القواعد والبروتوكولات الضابطة للحياة الدبلوماسية، للحد من التصرفات المهددة للعلاقات الدبلوماسية بين الدول وللاستقرار الدولي. The study aims to identify the concept of diplomatic life of the staff of the Permanent Diplomatic Mission, its rules and protocols, and its role in guiding the social responsibility of the staff of the Mission towards the community of the country accredited to it. The study is based on the main premise that: “There is a correlation between the success and safety of the diplomatic life of the members of the permanent diplomatic mission and their adherence to the rules and protocols governing it.”\nTo study this, both legal and career approaches have been employed. The study concluded with several conclusions, the most important of which is that during the exercise of their diplomatic life, members of the diplomatic mission must abide by the rules and decrees governing them, while in contact with the formal and informal mediators in the community of the State that is accredited to it. The study also recommends that the social responsibilities of the staff of the Mission should be defined in the exercise of diplomatic life in the country where it is accredited.\nTherefore, States should train the staff of their mission to exercise a responsible diplomatic role towards peoples. The international community must intervene in obliging States and diplomatic missions to implement the rules and protocols governing diplomatic life, in order to limit acts that threaten diplomatic relations between States and international stability.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
