| 520 | |a في ظل التحولات الدولية والإقليمية، تتجه أغلبية النظم السياسية إلى تعظيم دور الفرد والكيانات الاجتماعية داخل النسق الاجتماعي والسياسي للدولة، وهذا من منطلق مقاربات وإستراتجيات عصرية في العمل السياسي والإداري، على غرار" الديمقراطية التشاركية "و" الحوكمة المحلية"، وكذا الوقوف على الإستراتجيات الرقابية والتقويمية لترقية وتنمية المشاركة السياسية المحلية من جهة، وكذا بعث نمط الثقافة المدنية والمشاركتية لدى الأفراد. النظام السياسي الجزائري من جهته من خلال الإصلاحات السياسية التي قام بها منذ1989 ، وقف عند الدور التشاركي للأفراد ومنظمات المجتمع المدني في إطار الديمقراطية التشاركية على المستوى المحلي، والتي تعتبر أرقى درجات التي بلغتها المشاركة السياسية مقارنة بالديمقراطية الكلاسيكية، و ما آلت إليه تطبيقاتها في النظم السياسية خاصة النموذج التمثيلي منها، فقد كان ولازال الخطاب السياسي في الجزائر يشجع على المشاركة الشعبية في فعاليات و أعمال المجال المحلية المنتخبة سواء في شقها المحلي، ولم تخلوا هذه المقاربة من إطار قانوني تشريعي يتيح للمواطن ممارسة حقه في الرقابة على أعمال هذه الهيئات. حيث سنناقش في هذه الورقة الأطر المفهوماتية للديمقراطية التشاركية والحوكمة المحلية، وكذا المحددات النظرية التي تتحكم في ترسيخ الديمقراطية التشاركية داخل النظم السياسية، مع تسليط الضوء على واقع المجتمع المدني الجزائري في ترسيخ وتجسيد الحوكمة المحلية والديمقراطية التشاركية. | ||
