| المستخلص: | تشير النظرية الاقتصادية إلى أن النمو الاقتصادي يقود إلى تحقيق التنمية البشرية ويهدف هذا البحث إلى تقديم الأسس النظرية للعلاقة بين النمو الاقتصادي والتنمية البشرية كما يقدم تقديرا قياسيا لهذه العلاقة بالاعتماد على بيانات المقطع العرضي للعراق، وقد توصل البحث في الجانب التطبيقي إلى وجود علاقة تأثير إيجابية و قوية للنمو الاقتصادي في التنمية البشرية إذ يسهم النمو في (88%) من التغيرات التي تحدث في مؤشر التنمية البشرية ، كما تم اختبار تأثير النمو الاقتصادي- ممثلا بدليل متوسط نصيب الفرد من الدخل القومي الإجمالي - في أحد مكونات مؤشر التنمية البشرية وهو مؤشر متوسط سنوات الدراسة الذي كشف عن ارتباط طردي بينهما حيث كانت قيمة معامل التحديد هي (37%). أبرز ما يقترحه البحث هو أن يكون الهدف الحاسم للسياسات الاقتصادية في العراق تعزيز النمو الاقتصادي واستدامته من خلال السعي إلى تنويع القاعدة الإنتاجية عبر سياسات نشيطة لتشجيع الزراعة والصناعة، فبدون هذا النمط من السياسات فإن النمو الاقتصادي سيكون خاضعا لتقلبات أسعار النفط في السوق الدولية ويعرض مؤشر التنمية البشرية ونوعية حياة الأفراد لمخاطر كبيرة. The Economic theory mentions that the economic growth leads to achieving the human development. This research aims to provide the theoretical bases of the relationship between the economic growth and the human development, also it offers econometric estimate for this relationship depending on the cross - sectional data of Iraq. It has found — in the practical side - that there is a positive and strong effect relationship of the economic growth in the human development, as growth contributes in 88% of the changes that occur in the human development indicator. The impact of the economic growth has been tested - represented by evidence of average of the per capita of the gross national income - in one of the components of the human development indicator which is the indicator of the average years study, which revealed an extrusive link between them where the value of the coefficient of determination is 37%. The most important proposals represented by the research is to be the decisive goal of economic policies in Iraq to promote economic growth and sustainability by seeking to the diversify of the productive base through active policies to promote agriculture and industry. Without this type of policy, the economic growth will be subject to the vagaries of oil prices in the international market which puts Development Index and human quality of life of individuals at great risk. |
