| المستخلص: | يقدم هذا البحث تعريفا للمفاهيم الأساسية: "الشباب" و"التنمية"، مبرزا في ذلك الإشكاليات المثارة عنها ومعرفة العلاقة القائمة بينهما. كما يقف على دور الدولة لتأهيل الشباب وإدماجه اجتماعيا ومهنيا، ومدى تحقيق الأهداف التنموية. ومن أهم النتائج البحثية التي يخلص إليها هذا البحث هي: صعوبة تحديد مفهوم الشباب، الناتج عن كثرة التعريفات له. أما مفهوم التنمية فهو بدوره لم يحقق إجماعا حول مضمونه رغم إلتقاء المشتغلين عليه في نقطة مفادها: بأن التنمية عملية تغيير اجتماعي إرادي وهادف. فهي استراتيجية لتحسين وضع الشباب، ولا تستقيم دون المشاركة الفعالة للشباب. ويعود فشل التنمية في البلدان العربية لإتباعها للنموذج الغربي، وعدم الفهم العلمي للتنمية، وتنفيذ الحكومات في الغالب لمشاريع تنموية، دون استشارة حقيقية لأفراد المجتمع، وتملص الدولة من دورها تجاه الشباب. فلكي تتحقق النهضة التنموية بالبلدان العربية فعليها الاهتمام بالشباب حتى يتمكن من تخطي المشاكل المتنوعة التي تحول بينه وبين الشراكة الفعالة في التنمية، مع ضرورة التوصل إلى خطة تنموية تتفق مع كافة الأبعاد في المجتمع حتى تحقق النقلة والإقلاع التنموي الهادف. This paper provides a definition of the basic concepts of “youth” and “development”, highlighting the problems raised and the relationship between them. It also points to the role of the State in the rehabilitation and social and professional integration of young people and the extent to which development goals are achieved. One of the most important research findings of this research is the difficulty of defining the concept of youth, resulting from its many definitions. The concept of development, in turn, did not achieve consensus on its content, despite the convergence of those working on it on the point that development is a process of voluntary and meaningful social change. It is a strategy to improve the situation of young people. It would achieve no fruits without the active participation of young people. The failure of development in Arab countries is due to the Western model, the lack of scientific understanding of development, the implementation of development projects by governments often without genuine consultation of members of society, and the State's disregard for its role towards young people. In order to achieve the revival in development in the Arab countries, they must take care of young people so that they can overcome the various problems that prevent them from effective partnership in development.
