| 520 | |f There are many reasons for the deficit in the general budget, including those related to revenues and expenditures. The Libyan economy is one of the least diversified economies in the world. It depends mainly on oil and gas, which contributes about 98 per cent of the state's revenues. The Libyan economy suffered significant losses during the past four years as a result of the decline in world oil prices to record levels on the one hand, the political and military conflicts that the country is going through, and the impact of that on the course of economic life and the decline in oil exports on the other. Hence the objective of the research paper, which discussed the subject of the general budget and the definition of the deficit, its types and methods of treatment, will be highlighted. The proposals were also presented to decision-makers and the government that would contribute to alleviating the deficit in budgets and overcoming the difficulties encountered in providing the necessary cash to continue various activities. It has been found that the budget deficit, the current account deficit and the decline in foreign exchange reserves are among the most significant challenges facing the Libyan economy at this time, due to several reasons, including the addition of the largest amount of expenditure to the salary clause. The first section of the budget constituted a double burden on the budget. | 520 | |a يرجع سبب العجز في الموازنة العامة إلى عدة أسباب منها ما يتعلق بالإيرادات ومنا ما يتعلق بجانب النفقات ويعتبر الاقتصاد الليبي من بين أقل الاقتصاديات تنوعا في العالم، فهو يعتمد على النفط والغاز بشكل أساسي، والتي تسهم بحوالي 98 بالمائة من إيرادات الدولة، وتعرض الاقتصاد الليبي إلى خسائر كبيرة خلال السنوات الأربع السابقة نتيجة تراجع أسعار النفط العالمية إلى مستويات قياسية من جهة والى الصراعات السياسية والعسكرية التي تمر بها البلاد وما اثر ذلك على مجرى الحياة الاقتصادية وانخفاض الصادرات النفطية من جهة أخرى. ومن هنا يبرز الهدف من الورقة البحثية والتي ناقشت موضوع الموازنة العامة والتعريف بالعجز وأنواعه وطرق المعالجة كما تم تقديم مقترحات لمتخذي القرار والحكومة التي من شأنها أن تسهم في تخفيف العجز في موازناتها والتغلب على الصعوبات التي تواجها في توفير النقد اللازم لتسير نشاطاتها المختلفة. ولقد تبين إن عجز الموازنة، والعجز في الحساب الجاري وانخفاض احتياطي العملات الأجنبية، من أبرز التحديات التي يواجهها الاقتصاد الليبي في هذا الوقت وذلك راجع لعدة أسباب منها تحميل القدر الأكبر من النفقات لبند المرتبات (الباب الأول من الموازنة) مما شكل عبئ مضاعف على الموازنة وبناءا عليه يجب على الدولة إتباع واتخاذ حزمة من السياسات التي من شأنها أن تعمل على تقليص العجز وتصحيح الاختلال في الموازنات التقديرية المقبلة. | ||
