المستخلص:The aim of this research is to discover whether the curriculum and the school manual of Arabic language of the 5th year primary school are constructed according to Competency Approach which has been claimed within the last Education Reform of 2003. The analysis of the 2 documents (the curriculum and school manual) has pointed out to many irregularities on both their conceptions and applications. These results allow us to assert that the educational system has not been successful in surpassing the traditional Contents Approach which has been known to be organised on the basis of separate teaching themes and resources. The target competencies are no more than purely teaching objectives which are not in agreement with the requirements of the Competency based approach.
