| 520 | |a تعرف السلطات الادارية المستقلة علي أنها أجهزة ادارية تتمتع بأهلية التنظيم والضبط باسم الدولة بكل استقلالية دون أن تكون تابعة للحكومة، حيث استدعت الحاجة الي ايجاد هيئة تتكفل بظبط قطاع معين تعجز الهيئات الاجارية الكلاسيكة أو الحكومة عن الاشراف عليه نظرا لخصوصيته وتعقيد، وان أعتبر هذا حلا فيبقي الاشكال متعلقا بمسألة اخطار هذه الأخيرة من جهة، ومسألة استقلاليتها الصورية، ومن خلال هذه الدراسة نرى أن نجاعة نظام الاخطار يتضح جليا كلما توسعت دائرة الأشخاص التى لها صلاحية الاخطار ما يجعل دور سلطات الضبط أكثر فائدة للأشخاص، كما أن توافدهم علي هيئات الضبط يزيد من حجم الاعلام لهذه الأخيرة مما سيعزز من مركزها ونجاعتها. | ||
