| المستخلص: | تعتبر المدينة المكان الملائم لتطبيق سياسة التعمير في المجتمع، لذلك اهتمت تشريعات مختلف الدول بتنظيمها، فالمدينة رمز من رموز قوة الدولة وهيبتها منذ قديم الزمان. \nأما في الجزائر عرفت المدن تطورات على جميع الأصعدة الا أن الإدارة العمومية المكلفة بمتابعة وتسيير المدن لم تساير هذا التطور، الأمر الذي جعل مدننا تعاني عدة نقائص وعلى جميع المستويات خاصة المدن الكبرى وأهمها مدينة الجزائر العاصمة، ولاستدراك ما يمكن استدراكه أصدر المشرع الجزائري مجموعة من النصوص التشريعية التي تنظم المدن الجزائرية، إلا أنه لم يجد الحلول القانونية والتنظيمية لتسيير مدينة الجزائر العاصمة. The city is considered the appropriate place for the implementation of the policy of reconstruction in the community. Therefore, the legislation of various countries focused on organizing it, the city is a symbol of strength and prestige of the state since ancient times. \nIn Algeria, the cities have known developments at all levels, but the public administration responsible for the following-up and managing the cities has not kept pace with this development, which made our cities suffer from many shortcomings at all levels, especially the big cities and the most importantly of which is the capital city ; Algiers.
