| المستخلص: | تستهدف هذه الدراسة معالجة أحد المواضيع الحيوية والمثيرة للنقاش العالمي والإقليمي والمحلي، والمتعلق بإشكالية العلاقة بين مختلف السياسات الاقتصادية المطبقة والتنمية المستدامة، والأثار المتبادلة بينهما، وذلك من خلال النظرة الجديدة لمفهوم التنمية، إذ يرتكز على تحليل العلاقات الارتباطية بين المشكلات البيئية وتحديات التنمية، والتعرف على المفاهيم والطرق العملية والمحاسبية التي تشمل مؤشرات التنمية البيئية المستدامة، والمتعلقة بضمان استدامة سياسات التنمية وفعاليتها، وعلى وجه الخصوص تحليل قضايا صنع السياسات التنموية وانعكاساتها على البيئة.\nوعلى الرغم من أن الموارد الطبيعية التي توفرها البيئة هي أساس الحياة الإنسانية القائمة على مختلف الأنشطة الاقتصادية والاجتماعية، إلا أن المفاهيم السابقة للتنمية لم تأخذ البعد البيئي وعلاقته بالبعد الاقتصادي والاجتماعي، وذلك لإهمال صانعي السياسات ومخططي المشاريع للنتائج البيئية المحتملة عند اتخاذ مختلف القرارات الاقتصادية والاجتماعية. This study aims at addressing one of the vital and controversial topics of the global, regional and local discussions, which is related to the problematic issue of the relationship between the various applied economic policies and sustainable development, and the mutual effects between them, through the new concept of development. This concept focuses on the analysis of the interrelationship between environmental problems and the challenges of development. This concept also aimed at the identification of concepts and practical and accounting methods that include indicators of sustainable environmental development, which are related to ensuring the sustainability of development policies and their effectiveness, in particular the analysis of development policy-making issues and their impact on the environment. Although the natural resources provided by the environment are the basis of human life based on various economic and social activities, prior concepts of development have not taken the environmental dimension and its relation to the economic and social dimension. This is because of the carelessness of policy developers and project planners towards the potential environmental consequences while adopting various economic and social decisions.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
