| المستخلص: | One of the important variables that have emerged in the economic arena in recent times is the rise of countries such as India and China, which were considered to around the tune of the developing countries. India has achieved a miracle impressive, and has become one of the key players in the world thanks to the growth of the software industry, as for China, one of the countries which rose up on the economic and social reality and tried to catch up with the developed countries, and managed to achieve a major breakthrough in the field of electronic equipment industry. Thus, these countries offer a great lesson in the ability of the people to defy the maximum conditions of underdevelopment and build on them to achieve the desired development, also provides an incentive for many developing countries that have signed into the trap of dependency in spite of its weight on the side of resources and capabilities. What are the success factors behind the strength of the ICT sector in these countries? It is in this context that this paper comes to analyze the importance and the status of the information and communication technology m the Indian economy and the Chinese economy, and to draw the most important lessons learned from them so that we can establish a technological development in Algeria. من المتغيرات المهمة التي برزت على الساحة الاقتصادية في الآونة الأخيرة هي صعود دول مثل الهند والصين والتي كانت تعد إلى وقت قريب من الدول النامية. فلقد حققت الهند معجزتها الباهرة، وأصبحت من اللاعبين الأساسيين في العالم بفضل تنامي صناعة البرمجيات، أما الصين فهي واحدة من الدول التي انتفضت على واقعها الاقتصادي والاجتماعي وحاولت اللحاق بركب الدول المتقدمة، وتمكنت من تحقيق طفرة كبيرة في مجال صناعة المعدات الالكترونية. وبذلك فهذه الدول تقدم درسا رائعا في قدرة الشعوب على تحدي أقصى ظروف التخلف والانطلاق منها إلى تحقيق التنمية المنشودة، كما تقدم حافزا للعديد من الدول النامية التي وقعت في مصيدة التبعية على الرغم مما لها من ثقل في جانب الموارد والإمكانيات. فما هي عوامل النجاح التي تقف وراء قوة قطاع تكنولوجيا المعلومات والاتصالات في هذه الدول؟ ضمن هذا الإطار تأتي هذه الورقة البحثية لتحليل أهمية ومكانة تكنولوجيا المعلومات والاتصالات في الاقتصاد الهندي والاقتصاد الصيني، واستخلاص أهم الدروس المستفادة منها حتى نستطيع تأسيس تنمية تكنولوجية في الجزائر. |
