| المستخلص: | Terrorism is one of the most important international case , presents it self virtually in the international field , specially increasing of s effect during the last period , in form that may lead to violation the international peace and security , further more it form direct threatening to the interests of the countries , definitely the super power countries , at the head the United States of America , also the terror become an actual danger storm into human existence and its civilization which required to resist it and fight it by various means. This study aims to achieve the changing in American Foreign Policy attitudes towards terror case. This study observes on general hypothesis meaning” Coupling the changes in American Foreign Policy towards terror case with September 11 events “ ,for the important of the mentioned changing and to make sure of the study hypothesis , the study has divided to three chapters , the first chapter concerning the definition of terror beside the process of American Foreign Policy decision making , the second chapter regarding study and analysis of American Foreign Policy towards the terror ( 1981 — 2000 A.D.) beside the official demonstration of September 11th 2001 ,the third chapter concerning study and analysis American Foreign Policy attitudes towards terror after September 11th 2001 The study achieved the following results : 1 - There is no clear common definition for terror concept, due to multi policies interfere concepts in describing the terror acts , some concepts deemed by others as a terror act , while considered by others directions as struggle act. 2 - The concept of terror is considered as relative concept, distinguishing with great dynamic due to its multiple motives and patterns. 3 - American foreign Policy procedures deemed to be complicated actions arising from reaction of many governmental and civilian departments, thus it is a cooperative process that joint in its making more than one party , but it remains from actual side subject to the persons who have power influence on the legislative and executive authorities as well as it is affect with an aspect and other with the president power. 4 - The American reactions against the terror were moderately contrasted during the period (1981 - 2000 A.D. ) , some times restoring to use the power and taking back at other time , further more , the American reactions against the terror were limited as the president Ronald Reegan, began bombing targets in Libya in 1986 A.D. , and the president Bill Clinton was bombing the training bases of Base Organization in Afghanistan and drugs plant in Sudan in the year 1998 A.D. 5 - American fighting terror care during the period (1981 - 2000 A.D.) was relative interest , that has not taking any specific site of priority in American Foreign Policy which was defined and governed by the communist challenge. 6 - September 11th events were highest of all images with unprepared prior way, as it was complete operation from all sides , planning, executing and the ability of the inside of the American Society. 7 - September 11th , established character and danger movement in terror mode , especially from the side of terror operations size and its results, which required reviewing the American prior strategies and in its advance the holding that remain governing the foreign American Policy for more than 40 years. 8 - September 11th events leading the United States of America, getting into direct war against the terror, it was completely different war of the past wars , the enemy this time did not represent a strategic competitor, and did not represent a specific political system or religion or definite ideology , but it is the terror, which require fighting it over many fronts and for unlimited long periods of time 9 - After September 11th , the terror become the only defining for American Foreign Policy , that defining the friend and the enemy, and also it is defining the American cooperation mechanism with any international actor. |
