| المستخلص: | لا يوجد أي مؤشر في ظل الإصلاحات الجديدة للمرفق العام يفيد بتصور قانوني له، مما يطرح تساؤلا عن ماهية المرفق العام في الجزائر لدى صانعي القرار بعيدا عن أبعاده الاجتماعية كوسيلة لإشباع الحاجيات العمومية.\nالمدلول السياسي للمرفق العام يحتل مكانا مرموقا، بفضل ارتباطه بالهدف الاجتماعي الذي يسعى لتحقيقه والذي يعتبر التصور الأقرب لمفهوم المرفق العام في الجزائر، سواء بالنسبة لرجال السياسة أو بالنسبة للمرتفقين، وهو تصور يذكر بالمرفق العمومي وفق التصور السائد في المرحلة الاشتراكية.\nعلى الصعيد المؤسساتي فإن محاولة تقييم الإصلاحات التي جاءت خاصة بعد سنة 2013 تبين وجود تصور هش لمضمون هذا الإصلاح، حيث لازال هذا الأخير يحتاج إلى تخطيط على المدى الطويل، على أن تحتل الرقابة والتقييم معيارا حاسما وذا أولوية في السياسات العمومية.\nليس هناك إصلاح للمرفق العام بل هناك نوع من التكتيك الإداري المحدد والدقيق.\n Under the new reforms of the public utility, there is no indicator which can provide a legal perception of it. Therefore, it raises the question of what the public utility in Algeria is for decision-makers, apart from its social dimensions as a means of satisfying public needs.\nThe political significance of the public utility occupies a prominent place, thanks to its association with the social goal it seeks to achieve, which is the closest concept of the public utility in Algeria both for politicians and beneficiaries. It is a concept of the public facility according to the perception prevailing in the socialist phase.\nAt the institutional level, the attempt to evaluate the reforms that came, especially after 2013 shows that there is a fragile perception of the content of this reform. The latter still needs long-term planning, so that the supervision and evaluation can occupy a critical benchmark and a priority in public policies.\nThere is no reform of the public utility; however, there is a specific and precise administrative tactic.\nThis abstract translated by Dar AlMandumah Inc 2018. |
