| المستخلص: | العالم المعاصر يتطور في إطراد مستمر، بفضل التقنيات ذات الجودة العالية، وفي الأثناء تبرز الأزمات الاقتصادية وتتنوع في أماكن عديدة من دول العالم، وما نحن في ليبيا الا جزء من هذا العالم نتأثر به ونؤثر فيه، وهو ما يدفعها إلى الحاجة إلى الاستفادة من التقنية والتطور العلمي، ونقدم هذه الدراسة من أجل التعرف على العلاقات المتبادلة بين الفاعلية التنظيمية، وطبيعتها الإيجابية للاستفادة من تطبيق الحكومة الإلكترونية بأبعادها الفاعلة في المؤسسات الحكومية في المؤسسات الليبية، ومنها (القابلية بين أعضاء المؤسسة والمواطن، الأمن في بيئة المؤسسة الداخلية والخارجية، ثم الخصوصية الفنية للعاملين، ونوعية الخدمة للموظف والمواطن)، وآثارها على قيمة الفاعلية التنظيمية في وزارتي المالية والاقتصاد في ليبيا، ومن تم تصميم استبانة للقياس، ووزعت على أفراد مجتمع الدراسة والبالغ عددهم (126) موظف، بهدف تحليل البيانات، تم استخدام برنامج الرزمة الإحصائية (SPSS)، والتي منها توصل الباحث الى النتائج الضرورية التالية: 1) بناء المواقع الإلكترونية الخاص بـ(القابلية، والأمن، والخصوصية) بمستويات عالية الجودة؛ للمساهمة مواقع الوزارتان الإلكترونية الإيجابية وتحقق الفاعلية التنظيمية. 2) تعريف العاملين في الوزارتان بأساليب الحكومة الإلكترونية وأهمية تطبيقها، وتوفير الخصوصية للأشخاص المتعاملين مع الشبكات) التي تستخدمها الحكومة الإلكترونية. 3) العمل على تحسين قدرات العاملين على استخدام برمجياتها المختلفة، والاهتمام بالبرمجيات؛ لتوفير الحماية الكافية للمواقع الحكومة الإلكترونية المستخدمة. The contemporary world is evolving in a continuous promotion of universal, thanks to high-quality technologies, and in the meantime, highlights the economic crises are varied in many parts of the world, and we are in Libya, but a part of this world is influenced by and influence in it, which is paid to the need to take advantage of the technical and development scientific, and we offer this study in order to identify the interrelationships between organizational effectiveness, positive nature to take advantage of the application of e-government dimensions actors in government in the Libyan institutions institutions, including (susceptibility between the enterprise members and citizen security in the internal and external enterprise environment, then the art privacy for workers and the quality of service of the employee and citizen) and their impact on the value of organizational effectiveness in the ministries of finance and economy in Libya, and a questionnaire to measure the design, and distributed to the members of the study population totaling (126) employees, the aim of the questionnaire data analysis, the use of statistical package program (SPSS), which of which, the researcher suggested the following essential results: 1) Provides own websites by ( capability, security, and privacy) of high quality levels; to be the contribution of ministries of electronic positive sites and check the organizational effectiveness. 2) working in the ministries and the definition of the methods and the importance of e-government implementation, and provide privacy for people who deal with networks that use of e-government. 3) work to improve the capacity of workers to use different software, and interest in software; to provide adequate protection of the sites used in e-government ministries |
