| 520 | |f The municipality in Algeria represents a form of a decentralised administrative system based on the idea of decentralisation in making the decision and the embodiment of economic, social and political projects, which is based on the idea of independence; however, this independence remains under the control of central administrative bodies. The autonomy enjoyed by the municipality is relative and not absolute. According to Municipal Law No. 11-10, the President of the People's Municipal Assembly has dual powers. He has powers as a representative of the municipal administration and power as a representative of the State.
