| 520 | |b The digital divide is one of the issues that attracted the attention of academia, governnments, and international organizations, This term refers to the gap between who “know” and those who “do not knoow.” In other words, the digital divide describes the difference in utilization of information and communication technologies within the same society or among nations. In this context, one of the highest priorities is to define a tool to objectively measure the digital divide. This is important to watch the development of the gap among states and to monitor if it expands or shrinks over time. This study develops a model to measure and compare the digital divide among a group of comparable states using a suggested tool called “ the digitation index.” The application of this index on the Arab countries leads to a digital classification of these countries, which helps in recommending specific policies to lessen the digital divide. | ||
