| المستخلص: | Ce papier tente de montrer comment les propositions d'implication des habitants à la gestion de leurs cités s’inscrivent dans la vie quotidienne pour faire face aux difficultés et malaises vécus. Quelles actions et stratégies sont construites par les occupants pour maintenir ou améliorer leurs conditions de vie ? Quelles sont les actions collectives les plus perceptibles au niveau des cités d’habitat collectives ? Pour répondre à ces interrogations, on tentera de détecter les actions individuelles ou collectives les plus perceptibles et l’on examinera leurs formes, leurs portées et leur influence sur la décision. \nLe terrain d’étude portera précisément sur les cités d’habitat collectif à Batna, ce qui est susceptible de mieux nous éclairer sur la problématique complexe que soulève l’espace d’habitat collectif dans une ville algérienne en plein essor. L’analyse est basée sur des observations puisées dans le vécu quotidien et des entretiens auprès des organismes étatiques chargés de gestion, les professionnels, les associations et les éventuels groupes de résidents. نحاول في هذه الورقة إظهار كيفية إشراك المواطنين في إدارة أحيائهم السكنية باقتراحاتهم يواجهونها في حياتهم اليومية. ما هي الإجراءات والاستراتيجيات المعتمدة من طرف السكان للحفاظ أو تحسين ظروفهم المعيشية؟ ما هي الإجراءات الجماعية الأكثر وضوحاً على مستوى أحياء السكنات الجماعية؟ للإجابة على هذه الأسئلة سنحاول الكشف عن الإجراءات الفردية أو الجماعية الملفتة للانتباه باستعراض نوعها ونطاقها وكذا تأثيرها على القرارات.\nترتكز هذه الدراسة الميدانية بشكل خاص على أحياء السكنات الجماعية بمدينة باتنة والتي من المرجح أن توضح لنا الإشكالية المعقدة التي يثيرها مجال السكن الجماعي في مدينة جزائرية في أواج التطور. يستند هذا التحليل على الملاحظات المستوحاة من الحياة اليومية للسكان وكذا مقابلات مع الإدارات المكلفة بالتسيير ومهنيين وجمعيات أحياء ومجموعات من السكان. In this paper, we try to show how to involve citizens in the management of their neighborhoods with suggestions they face in their daily lives. What are the actions and strategies adopted by the population to maintain or improve their living conditions? What are the most visible collective actions at the level of the collective residential neighborhoods? To answer these questions, we will try to reveal individual or collective actions that are striking by reviewing their type, scope, and impact on decisions. \nThis field study focuses on Batna's collective residential neighborhoods, which are likely to illustrate the complex problem of collective housing in an Algerian city which is under development. This analysis is based on observations inspired by the daily lives of the population, as well as interviews with management departments, professionals, neighborhood associations, and groups of residents.\nThis abstract translated by Dar AlMandumah Inc 2018. |
