| المستخلص: | This article aims at highlighting the important role played by local administration in realizing local development through the exploration and analysis of diverse hidden systems that are connected to the process of management, as well as its impact on the process of improving the institutional performance in the local administration of the Municipality. The municipality of El Hadjar– Annaba was taken as a model, in order to highlight the active role of an important basic institution in the Algerian State. This will not be effectively affected except by ensuring a strategic presence of determiners organized to face the situations of risk and handicaps which hinder the process of institutional performance in El Hadjar municipality. Cet article vise à mettre en lumière le rôle important que joue l'administration locale dans la réalisation du développement local. Nous avons exploré et mené une recherche méthodique de gestion, et nous avons vu son impact sur le processus d’amélioration de la performance institutionnelle dans l’administration locale communale. Nous avons pris dans notre étude la commune d’El Hadjar-Annaba comme modèle, et ce, pour mettre en lumière le rôle actif de cette importante institution de base en Algérie. Ceci ne sera pas atteint de façon concrète, sauf par la présence des déterminants stratégiques organisés pour faire face aux situations de risque et aux handicaps qui entravent le processus de performance institutionnelle dans la commune d’El Hadjar. يهدف هذا المقال إلى تسليط الضوء على الدور الكبير الذي تلعبه الإدارة في تحقيق التنمية المحلية، الأمر الذي دفع بنا إلى الاستطلاع والاستكشاف والبحث المنهجي في مختلف الأنساق الخفية التي لها علاقة بعملية التسيير انعكاساتها على عملية تحسين الأداء المؤسسي في الإدارة المحلية البلدية. تم تناول مؤسسة بلدية الحجار، ولاية عنابة، نموذجا للدراسة لإبراز هذا الدور الفعال لمؤسسة قاعدية في الدولة الجزائرية. الأمر الذي لن يتأتى بصورة فعلية إلا من خلال وجود محددات استراتيجية منظمة لمواجهة حالات المخاطر والمعوقات التي تعترض عمليه تحسين الأداء المؤسسي في بلدية الحجار. |
