| المستخلص: | This article addresses the author’s discussion of the developmental process of a popular substandard-housing area, located at Borj Louzir, Soukra (suburb of Tunis); that is Ennacira neighborhood. He presents the events of the marginalization of its population and analyzes the factors that led the State to set Ennacim neighborhood to enjoy various amenities within the framework of the “Promotion of Working-Class Districts in Large Cities Project” that was conducted under the auspices of the Agency for Urban Rehabilitation and Renewal between the years 2007 — 2009.The last part of this paper outlines the implications of the program on the inhabitants, and its success in meeting the objectives that were set for it. The author of this arti cle further highlights the benefits of the area rehabilitation project on the population and on its status. يتناول الكاتب بالدرس في هذا المقال سيرورة تكون حي النسيم وهو أحد الأحياء الشعبية غير القانونية بضاحية سكرة (تونس الكبرى). ويبين مختلف مظاهر تهميش سكانه والرهانات التي جعلت الدولة تغير موقفها من عدم الاعتراف به إلى العمل على إدماجه وتجهيزه. كما يبين دور الفاعلين في إنجاز برنامج التهذيب في إطار تدخلات برنامج النهوض بالأحياء الشعبية بالمدن الكبرى بين سنتي 2007 و 2009 ويحلل مدى نجاحه في إدماج الحي في المدينة وتحسين ظروف عيش سكانه وتحقيق الأهداف المحددة من قبل الدولة. |
